Dear Deschutes County Voter:
This part of your Voters'Pamphlet is provided by your Deschutes County Clerk's office.It includes information
about candidates and measures from local jurisdictions within the boundaries of Deschutes County.We have
inserted the County Voters'Pamphlet to save on mailing costs.The State Voters'Pamphlet includes federal
and state candidates and measures. Both pamphlets can contain paid arguments for or against measures.
Ballots will be mailed on Friday, October 15, 2010, to each registered voter. Here are a few things you 3
should know:

• Voted ballots MUST be received at our office or drop site location by 8:00 pm, Tuesday, November 2,
2010 to be counted.
• On your ballot,the names of the candidates will appear in random alphabetical order.According to ORS
254.155, the random ordering of the letters is conducted prior to each election.
• Not all the candidates or measures in this Voters'Pamphlet will be on your ballot.Your residence address
determines those districts for which you may vote. Your official ballot will contain only those issues on
which you are eligible to vote, based on where you live.
• Not all candidates submitted information for the Voters' Pamphlet so you may have candidates on your
ballot that are not in the Voters' Pamphlet.
• This Voters'Pamphlet is online at www.deschutes.org/clerk.After 8:00 pm on election night, preliminary
elections results will be posted online at www.deschutes.org/electionresults.
• If a ballot was delivered to your residence for someone who should no longer be receiving a ballot at your

Explanatory Statement
If approved,measures 9-80 and 9-81,the City of Redmond and
Deschutes County Rural Fire District#1 would form one fire district
dedicated to providing ambulance and fire protection services.
Redmond and the Rural Fire District have partnered as separate
entities since the 1940s to deliver these services.
By creating one district both ambulance and fire services would
become more cost effective and operationally efficient.
Operationally there would be no changes if the measures are
approved. The same firefighters would continue to operate out
of the same fire stations and use the same equipment when
responding to calls for service.
Annexation Would:
-Not increase taxes
-Dedicate funding for ambulance and fire services
-Eliminate duplication of administration services
-Provide long-term funding and planning
The annexation proposal would not increase the current tax rate
and the Charter Amendment measure assures voters that future
tax increases can only be approved by the voters.
The new fire district would be governed by a single board consist-
ing of five members.The elected members would be residents
of the new district.
The proposed fire district model has proven to be cost effective.
Out of the ten fire departments in the local tri-county area 80%

Explanatory Statement
The Newberry Estates Special Road District(the"District")pro-
vides snow removal, grading, gravel application, weed control,
and fire break/vehicle safety corridor of all roads within the District.
The District's current tax levy is$.7831 per$1,000 of the assessed
value of property in the District.This measure would increase the
tax levy to$1.5831 per$1,000 of the assessed value of property in
the District.The estimated annual cost per average home owner
would be$127 per year based on the best information available
from the county assessor at the time of the estimate.
Approximately 90%of the District's budget is spent on road ser-
vice/repairs every year.This measure would generate revenue
to allow the District to apply dust abatement material on the dirt
roads within the District.The measure would raise approximately
$16,800.The estimated cost for dust abatement application for
2010 is$18,200.The District would cover the additional expense
from its annual budget.
