Vi e w y o u r ac c o u n t O N L I N E a t ww w . d e s c h u t e s . o r g / d i a l 1 4 Si n c e t h e p a s s a g e o f M e a s u r e 5 0 i n 1 9 9 7 , i n c r e a s e s in market value, even factoring in the recent decli ning market, have outpaced the 3% i n c r e a s e i n a s s e s s e d v a l u e s p e c i f i e d b y l a w o n m a ny, but not all, properes. In general terms, this means that as long as a proper- ty ’ s m a r k e t v a l u e i s g r e a t e r t h a n i t s a s s e s s e d v a l u e, the 3% annual increase will connue. I d i d n ’ t h a v e a n y c h a n g e s t o m y p r o p e r t y ; w h y d i d m y taxes go up by more than 3%? Taxes are not limited to a 3% increase, only as s e s s e d v a l u e a s d e s c r i b e d a b o v e . T a x e s m a y i n c r e a se more than 3% if voters approve new ballot measur es such as bonds, local op o n s o r n e w d i s t r i c t s . Wh e n c a n m y A s s e s s e d V a l u e i n c r e a s e m o r e t h a n 3 % ? Typically when changes occur to the property, such as new construcon, par- on s , l o s s o f s p e c i a l a s s e s s m e n t s o r e x e m p o n s , b u t they may also increase when the real market value equals the assessed value and th e m a r k e t i n c r e a s e s . Wh a t i s i t ? Th i s i s t h e f i r s t y e a r t h a t t h e M a x i m u m A s s e s s e d V a l u e has been displayed on tax statements but the Maxi mum As s e s s e d V a l u e h a s b e e n a r o u n d s i n c e t h e p a s s a g e o f Measure 50 in 1997. Measure 50 changed Oregon law a nd created the Ma x i m u m A s s e s s e d V a l u e , w h i c h i n 1 9 9 7 w a s t h e 1 9 9 5 R eal Market Value minus ten percent. For property wi thout any changes (s u c h a s n e w c o n s t r u c o n ) e a c h y e a r a e r 1 9 9 7 , t h e Maximum Assessed Value is the greater of the prior y ear’s Maximum As- se s s e d V a l u e o r t h e p r i o r y e a r ’ s A s s e s s e d V a l u e i n c r e ased by 3 percent. The Assessed Value, which is the value the tax rate is ap- pl i e d t o , i s t h e l o w e r o f t h e M a x i m u m A s s e s s e d o r t he Real Market Value. So w h y d o y o u c a r e ? In m a n y a r e a s o f t h e C o u n t y t h e r e a l m a r k e t v a l u e i s now lower than the maximum assessed value re s u l n g i n t h e r e a l m a r k e t v a l u e a n d a s s e s s e d v a l u e being the same. When the market rebounds and val ues begin to increase, it is p o s s i b l e t o s e e i n c r e a s e s g r e a t e r t h a n 3 % in assessed value. Sa y w h a t ? As t h e m a r k e t i n c r e a s e s a n d r e a l m a r k e t v a l u e s r i s e , the assessed value will connue to be the lower o f the real ma r k e t v a l u e o r m a x i m u m a s s e s s e d v a l u e . H o w e v e r , i f the market increases by more than 3% in one year a nd your assessed val- ue a n d r e a l m a r k e t v a l u e a r e t h e s a m e , y o u r a s s e s s e d value can increase by any percentage but will not exceed your maximum as s e s s e d v a l u e .
