CDD 541-385-1404 TITLE OF AGENDA ITEM: Board direction on a draft boundary, Scope of Work and Public Outreach Plan that will be used to guide the process of creating a South County Plan. PUBLIC HEARING ON THIS DATE? No. There may, however, be members of the community interested in providing informal input on the South County Plan process. BACKGROUND AND POLICY IMPLICATIONS: During a recent update of the Deschutes County Comprehensive Plan there were requests for a plan specifically for the South County area, with goals and policies to address South County assets and issues. When completed, the South County Plan will be adopted into the Comprehensive Plan and must comply with Oregon land use planning regulations. In September of this year the Planning Commission began discussions over the best way to approach the planning process. A draft boundary for the South County Plan, a draft Scope of Work and a draft Public Outreach Plan were created and discussed by both the Commission and the public. Two of the four meetings on this topic were held in South County. On November 10, the Planning Commission voted to recommend that the Board direct staff to initiate a South County Plan based on the draft boundary and a revised Scope of Work and Public Outreach Plan. The South County Plan as proposed is an eighteen month work program, running from January 2012 to June 2013. Legislative amendments are anticipated to begin in Fall 2012. FISCAL IMPLICATIONS: None RECOMMENDATION & ACTION REQUESTED: Review the South County boundary, Scope of Work and Public Outreach Plan and provide direction to staff on potential changes. Once the Board is satisfied with the proposed approach to the South County Plan, provide direction to staff to initiate the planning process in January 2012. Incomplete documents will be returned to the Department Director. This could cause your agenda item to miss the deadline for submission. Monday Board business meetings typically address land use issues, and Wednesday business meetings are for other County business. (If there is only one meeting scheduled for the week, all agenda items are addressed at that time.) Agenda requests & backup for land use items are to be submitted by noon on Tuesday prior to the meeting date. Agenda requests & backup for the Wednesday meeting must be submitted to the Board Secretary no later than noon of the Wednesday prior to the meeting. If you are submitting a contract or other document where more than one original is needed (for instance, one original for the County and one for the contractor), please submit the correct number of original documents. In addition to submitting the agenda request form with your documents, submit this form electronically to the Board Secretary. Please e-mail the agenda request form and the document summary form to the Board Secretary and to David Inbody, Assistant to the Administrator, so that minor changes can be done if needed. Unless your agenda item is an Order, Ordinance, Resolution or letter, a Document Summary Form is required as well.
