Residents living within Deschutes County Special Road District #1, located in the Deschutes River
Recreation Home Site Subdivisions identified the following land use issues:
1. Currently, there’s a perceived sense of a lack of community. There are no opportunities for
physical activity in the form of parks and trails for children and adults.
2. Deschutes River Recreation Home Sites does not have an active homeowner association, making
it difficult to effectively reach out to residents and property owners.
3. Deschutes County should establish recycling centers in South County so it is convenient for
residents. Weekly garbage collection does not include recycling.
4. Residents and their respective insurance companies need to be informed when actions are
being undertaken to reduce their properties/neighborhoods from the risk of wildfire.
5. Deschutes County should consider an ordinance that requires absentee landowners to manage
their properties with defensible space so they are not at risk to the threat of wildfire.
6. Deschutes County should consider establishing a parks department or enter into discussions
with residents and other organizations to see if there’s interest in developing parks to serve
rural residents.
7. There’s a need for public transit.
8. There are certain roads within a road district that act as “collectors” or “arterials” that provide
access to other neighborhoods. These roads receive a lot of traffic and are difficult to maintain.
Deschutes County should consider partnering with road districts to help maintain these high
priority roads. Many of them provide an egress for leaving the area in the event of a forest fire.
9. There’s a need for safe bikeways.
10. Communication with Deschutes County can improve. Board of County Commissioners and
County staff should attend regular meetings in South County so residents gain a better
understanding of any emerging issues taking place in the region. It can also offer two-way
conversations with elected officials and their staff to answer citizen questions.
11. Recreational access to the Little Deschutes and Deschutes rivers needs to improve. Harper
Bridge currently creates a safety hazard for vehicles parked on the shoulder of Spring River
Road.
12. Residents raised questions whether Crosswater Resort was obligated to construct a boat ramp.
13. Deschutes County’s website should offer links to South County organizations.
