Listed below are priority land use issues identified over the last four months for South Deschutes County.
Many of these issues are important county-wide, but have specifics relevant to South County residents and
stakeholders (in parentheses).
EXERCISE: Please number the list of priorities in each theme in order of importance with 1 being the most
important issue, and 4 being the least. Then use the space at the end of each section to describe your ideas for
implementing your #1 issue, existing obstacles and potential partners. Specifics about why this is important to
the community are also helpful.
Theme: Land Use/Economic Development
Retain rural character and open spaces in respect to growth and property rights (potential for
extensive new growth)
Initiate a high-groundwater lots program (trade property, sewer) – Note: South County only issue
Support economic growth opportunities (tourism promotion, local and coordinated website, internet
access, continuing education, 24 hour healthcare)
Address specific areas with zoning or survey issues (Section 36, Lechner Estates)

Theme: Transportation
Address Highway 97 issues outside the City of La Pine (4 lanes, park and ride lots) and work with the
City of La Pine on issues inside the City such as traffic lights and pedestrian crossings
Increase/improve pedestrian and bicycle paths (safety of pedestrians and bicyclists, connections to
Sunriver and Bend)
Expand public transit (elderly and disabled access, local stops)
Address rural roads quality and maintenance (paving, plowing)

Improve wildfire protection (small lot development in heavily forested areas with limited access)
Maintain/improve river corridors (regulating river flow, wetlands, river bank protection, illegal docks)
Address wildlife habitats (spotted frog, extensive deer and elk habitat)
