HomeMy WebLinkAboutSC Plan Memo[1] 062812 MEMORANDUM DATE: June 20, 2012 TO: Deschutes County Planning Commission FROM: Terri Hansen Payne, Senior Planner MEETING: June 28, 2012 RE: South County Plan Goals and Policies SOUTH COUNTY PLAN PROGRESS Deschutes County initiated a process to prepare a land use plan for the South County area (Sunriver south, excluding Sunriver and La Pine). The South County Plan will be adopted by the Board of County Commissioners into the Comprehensive Plan, an official document which contains long range goals and policies to guide growth and development, consistent with statewide planning regulations. Since January, South County residents have identified and prioritized local community issues and assets to be addressed over the next 20 years in a new South County Plan. The community’s direction has been used to create the first draft of goals and policies to guide the region’s future (Attachment 1). The South County Plan goals and policies are intended to address the unique land development pattern and abundant natural resources in the area. These goals and policies supplement County- wide Comprehensive Plan goals and policies, which were adopted in 2011 after a three year public process. Focus groups and community meetings are planned for July and early August to review and revise the draft goals and policies to ensure they set a solid foundation for the new South County Plan. The draft policies have been divided into sections and three focus meetings have been set up to review the sections (Attachment 2). Persons with interest or expertise in a topic are being invited to attend, although the general public is also welcome. The focus meetings will be followed by community meetings as noted below. After hearing from the South County community this summer, the draft goals and policies will be refined and incorporated into a draft South County Plan. The full Plan will go through the formal adoption process starting sometime this fall, with public hearings before the Planning Commission and Board of County Commissioners.
