DESCHUTES COUNTY PLANNING COMMISSION
DESCHUTES SERVICES CENTER

OCTOBER 28, 2010 - 5:30 P.M.
I. CALL TO ORDER
Meeting was called to order at 5:30 p.m. by Chair Chris Brown. Members present were:
Vice Chair Ed Criss, James Powell, Merle Irvine, Bill Rainey and Richard Klyce. Absent:
Todd Turner. Staff present were Nick Lelack, Planning Director; Peter Gutowsky, Principal
Planner; and Sher Buckner, Administrative Secretary.
II. PUBLIC COMMENTS

III. DISCUSSION: Draft Comprehensive Plan Update—Terri Payne, Senior Planner.
Terri discussed the status of the process and forms of public outreach. Nick had spoken
with legal counsel about the possibility of one or more Planning Commissioners being able
to step down from the dais and testify as a member of the public. Legal counsel thought that
perhaps we should have an agenda item clearly indicating that the Planning Commission
would be discussing the Comp Plan - for example, after the public testimony — rather than
members of the Commission "stepping down." Commissioner Criss said he had
documentation and maps he would like to submit.
Commissioner Irvine asked how recommended changes would be presented to the Board
— would the current version be amended? Nick said that the Board members disagreed
over whether or not the brackets and other indications should remain in the document.
The Board also indicated they would like to see changes in the draft that have been made
since the last version. Terri said she would be using "track changes" and strikeouts.
Commissioner Criss asked whether the document had been sent to DLCD, without the
brackets, and Nick said it had. DLCD and LCDC participation was discussed.

IV. WORK SESSION: Destination Resort Map Amendments— Peter Gutowsky, Principal
Planner.
Peter gave a PowerPoint presentation on the amendments. He suggested that the public
hearing on November 18 be from 5:30 to 7:30 and continued in January 2011, due to the
Comprehensive Plan Update also being on the November 18 agenda.
Mapping and eligibility procedures were summarized, as well as the recent mailing to
property owners. Peter spoke about the Local Wetland Inventory and development in
wetland areas.
The public hearing for the Tumalo Community Plan will be on November 10. Peter also
contacted five experts in the wind energy field who will testify in January.
V. PLANNING COMMISSION & STAFF COMMENTS.
Nick mentioned the Biogreen public hearing on November 16.

There being no further business, the meeting was adjourned.
