The purpose of this document is to outline topics of discussion and actions by the Committee. Call to Order Meeting was called to order at 12:05pm. Introductions Prior Minutes Meeting minutes from the March 2011 meeting were approved by unanimous vote. South County Road Projects/Skyliners Road Update George Kolb provided overview of several summer road projects scheduled for Southern Deschutes County including Spring River Road, South Century Drive Road, and La Pine State Recreation Road. These projects will include widening and paved shoulders. Chip seal projects are also planned throughout the County. George provided an overview of the Skyliners Road improvement progress. The discussion included scheduling, striping, signage, and the informational kiosk. Phil’s Trailhead Improvements Scott McBride led presentation from the USFS on planned improvements to the Phil’s Trailhead improvement project including paved parking and picnic facilities with emphasis on limiting impact on natural environment. A final design is anticipated for June. BPAC Business: Road User Education Campaign Kevin provided update of progress by Skyliners Road subcommittee. Additional discussion (following diversion overview noted below) included interest in pursuing advocacy and/or funding to provide additional widening of road cross section to include 6–foot paved shoulder. Cheryl noted enforcement campaign and cycling diversion program will begin June 1st. Commute Options will be operating diversion program. Overview of diversion program was provided. Irrigation System Calibration Message Cheryl noted irrigation system calibration message was released. Safe Sidewalk Nominations Cheryl noted nominations being sought for safe sidewalks award and provided overview of new criteria. Big Chainring Awards Nominations Cheryl noted Big Chainring call for nominations has been issued. BPAC Elections Elections are planned for June meeting. Glen noted his intensions to not renew his membership with the committee. City Updates: Sisters Efforts are moving forward for Scenic Bikeway designation for routes around Sisters. Chuck requested BPAC to ask the BOCC for support/endorse this project via a formal letter. The committee voted unanimously to accept the draft letter prepared and to forward it to BOCC for consideration. Redmond The City is still working with Portland State University on bicycle connectivity/use study. Public input process will be next phase of project. Bend RRFB installed on parkway. Compliance field studies to be conducted at Parkway and 12th/Greenwood crossings. Commute Options Walk and Bike retreat planned for Bend June 16-18 (flier distributed). Other information regarding Commute Options Week provided. South County Dave Blair sent e-mail indicating another application will be submitted for additional funding for the Lava Lands Multi-use path project. Jim asked for copy of previous letter sent supporting the project. Tumalo Question raised concerning if Highway 20 improvements in Tumalo being considered and comment period open-Eli to follow up. Cascades Academy is planning a new facility near Tumalo State Park. Adjournment Meeting adjourned at 1:32pm. Note: Next meeting is scheduled for Thursday, May 5, 2011 at Bend City Hall Board Room.
