The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Mary Barron, Bill Braly, Pam Hardy (via phone), Cheryl Howard, Phyllis Lewis, Matt Martin, Michele Simms, Kevin Tanski Agency: Chris Carney, Rick Root, Robin Lewis – City of Bend; Jovi Anderson – Bend Metropolitan Planning Organization; Mike Caccavano, Perry Brooks – City of Redmond; Chris, Doty, Peter Russell – Deschutes County; Dan Serpico, Bill Hilton – ODOT; Kim Curley – Commute Options Call to Order Meeting was called to order at 12:02 p.m. Introductions Approval of Prior Minutes The minutes of November 1, 2012 were approved Marcos Romero, US Forest Service, Deschutes and Ochoco National Forests Reviewed several proposed trails and their status with their associated environmental documents which are required by the National Environmental Policy Act (NEPA) prior to construction. The Sisters area trail NEPA will be done in in Feb. 2013 with initial construction expected in summer 2014. The trail will be a 10-foot-wide paved path and will be done in three phases, eventually reaching Black Butte Ranch from Tollgate by 2016 or 2018. The location where the trail will cross US 20 is yet to be fixed. In Bend, the USFS will build a 10-foot paved path from the Bend City Limits to the new USFS Welcome Center on Cascade Lakes/USFS Road #41 intersection. Construction is anticipated in 2013. Another NEPA document open to public comment is for a 10-foot-wide paved trail from Lava Lands Visitor Center to Sunriver. Construction is expected in summer 2013. BPAC Business Matt Martin, Walkable Community application for City of Bend The deadline for the application is Dec. 15, but due to the massive amount of information needed he may have to delay the application until the next cycle, which is in spring 2013. Bend MPO and City staff are assisting as workloads allow. Kevin Tanski, BPAC Goals Review Distributed an inclusive spreadsheet for draft goals. The matrix listed goals, objectives, action items, and responsible parties. Major shift is BPAC is moving from being Deschutes County only to a tri-county perspective. Group suggested adding a list of BPAC accomplishments. Bill Braly, Kim Curly, and Bill Hilton offered to assist with putting together the list. Cheryl Howard, Healthy Communities Relayed the topic was part of a recent five-hour meeting with Central Oregon Area Commission on Transportation (COACT). As ODOT is shifting its Statewide Transportation Improvement Program (STIP) into more of a grant-review process, healthy and active transportation is being stressed as a review criterion. Updates City of Bend: Jovi Anderson/Kim Curley are working on a 2013-15 grant for Safe Routes to Schools (SR2S). The Riverside-Franklin project is slated for 2013. Chris Carney reported City had 109 bike crashes in 2012 with December still to go. If no crashes occur, this will be the fewest crashes in Bend since 2009. City of Redmond: Work has begun on Sixth Street, but no bike/pedestrian facilities are yet on the ground, yet. City is planning to develop its own bicycle advisory committee. City continues to implement the bike/ped plan from the larger transportation system plan (TSP). City of Sisters: Nothing at this time. Deschutes County: Recapped efforts to work through issues with State Historic Preservation Office (SHPO) related to the cultural resources and grant for Tumalo Trail. County is working on updating bike based on bike section of County’s TSP Update. County has made it to the second round of review for a state grant to repave and add shoulders to Tweed Road, which is part of the Twin Bridges Scenic Bikeway. ODOT: Working on sidewalks in Madras and pursing a grant for a multi-use path by the school. South County: City of La Pine and Deschutes County combined to propose a project in the 2015-2018 STIP to add sidewalks to the west side of US 97 from 1st Street-6th Street; put sidewalks on south side of 1st between Huntington-US 97; and a 10-foot path between Wickiup Junction and La Pine. Commute Options: Submitted a grant application for SR2S for five schools. CO is moving Commute Options Week to last week in October. Adjournment The meeting was adjourned at 1:30 p.m.
