DESCHUTES COUNTY PLANNING COMMISSION
DESCHUTES SERVICES CENTER

MAY 23, 2013 — 5:30 P.M.
Meeting was called to order at 5:30 p.m. by Chair Bill Rainey. Members present were Vice
Chair Chris Brown, James Powell, Ed Criss, Hugh Palcic and Matt Lisignoli. Absent: Todd
Turner. Staff present were Nick Lelack, CDD Director; Peter Gutowsky, Principal Planner; and
Sher Buckner, Administrative Secretary.
Minutes of April 25, 2013 were approved.
II. PUBLIC COMMENTS
None.
III. PRESENTATION: DEQ Steering Committee Community Outreach Campaign
Members of the Steering Committee presented a PowerPoint and discussed groundwater
issues. Nick and the Commissioners discussed what is happening in Klamath County and how
we are working with them. Nick also explained that the Steering Committee will make a
recommendation to the DEQ eventually. The Planning Commission may be involved with a
possible Goal 11 exception and livestock regulation.
IV. SUMMER SCHEDULE DISCUSSION: Meetings, Trainings and Tours — Nick Lelack, CDD
Director; Peter Gutowsky, Principal Planner.
Next meetings will be on June 27, July 25 and August 22. Commissioner Palcic mentioned he
would be gone during the month of June, and Chair Rainey will be gone for the meetings in July
and August.
V. PLANNING COMMISSION AND STAFF COMMENTS
We have started our recruitment for an associate long-range planner, who should be on board
this fall.
We have received an application from Mr. Shepherd for a private park. He did not apply for site
plan approval — only for the conditional use to see if weddings are allowed.
The budget hearings before the Board went well.

There being no further business, the meeting was adjourned.
