Hwy 97 Building M, Bend Audio recording of this meeting is archived for review and/or transcription. The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Mary Barron, Bill Braly, Pam Hardy, Cheryl Howard, Phylllis Lewis, Matt Martin, Agency: City of Bend – Robin Lewis; Commute Options – Kim Curley; Deschutes County – Peter Russell; ODOT: Bill Hilton, Dan Serpico Call to Order Meeting was called to order at 12:00 p.m. Introductions Approval of Prior Minutes The minutes of Feb. 6, 2014, were approved. Cascades East Transit Funding Plan, Andrew Spreadborough, COIC Andrew discussed results of a tri-county phone survey regarding funding CET as the system grew from a Dial-A-Ride provider to a fixed-route bus system in Bend and regional transit for the tri-counties. Central Oregon Intergovernmental Council (COIC) is working on concepts to get dedicated local funding. CET is increasing outreach to local governments and partners as well as entities such as St. Charles, OSU-Cascades, and the tourism industry. The outreach will discuss the need for CET with the hope for a proposal in 3-5 years for a property tax dedicated to transit. Road Users Safety Task Force/Bike Diversion Program, Cheryl Howard and Kim Curley Cheryl Howard and Kim Curley met earlier with Eric King, City Manager, and Jim Porter, Interim Chief of Police, to talk about the future of both programs given recent changes in the Police Department’s staffing assignments. Both King and Porter supported the RUSTF and an officer will soon be given attending RUTSF and BPAC as required duties. They also support the bike diversion program and will support its continuing. BPAC Business Group reviewed Safe Sidewalk nominees and decided to grant awards to all as a way to build upon the message of the need to keep sidewalks shoveled in winter and free of irrigation overspray during the fall and spring with their still freezing temperatures. 2 The committee voted Rick Root in to fill the vacancy left my Michele Sims, although her term ends in June 2015. Kevin Tanski had announced earlier he will leave when his term ends this June. BPAC also voted to expand from 9 to 13 members, but the expansion cannot occur until the Board of County Commissioners approves. Peter will work the County’s legal staff to get on the Board’s calendar. Contingent upon the Board’s approval of adding additional members, the following were elected to BPAC: Jeanna App, Scott Ferguson, David Olsen, Matt Olsen. The committee assignments were determined as follows: RUSTF – Cheryl Howard Central Oregon Area Commission on Transportation – Bill Braly Bend Metropolitan Planning Organization – Rick Root OSU-Cascades Campus Expansion Area Committee – Rick Root Bend Multi-Modal Area Plan – Matt Martin Bicycle and Sidewalk Improvement Plan, Work Group – Pam Hardy, TAC – Scott Ferugson Three Sisters Scenic Bikeway – Bill Braly and Phyllis Lewis Canals As Regional Trails – Bill Braly Updates South County: None City of Bend: Request for proposals out for Safety Implementation Project to address and prevent right-turn hooks of bicyclists by cars. A TAC will be forming. City of Sisters: BPAC summit will be held there next month. ODOT has started the project to retrofit Cascade Avenue (aka US 20/OR 126) through the downtown. City of Redmond: None Deschutes County: County is in design state of a roundabout about at Powell Butte Highway/Neff-Alfalfa Market Road. County GIS hopes the interactive bike map will be available in May. ODOT: Reviewing the Bend Multi-Modal Area plan. Commute Options: None Miscellaneous: Cheryl has been working with Alex Phillips, Oregon State Parks, on using the Share the Road flyers and strategies developed for the Skyliner Road flap from a few years to help defuse tensions in the Camp Sherman area over a scenic bikeway there. Adjournment The meeting was adjourned at 1:38 p.m. Next meeting is scheduled for Thursday, April 3, 2014, noon to 2 p.m. at Sisters City Hall, 520 E. Cascade.
