The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Bill Braly, Scott Ferguson (member in waiting), Cheryl Howard, Phyllis Lewis, David Olsen (member in waiting), Matt Martin, Rick Root Jim Stone, Kevin Tanski, Agency: Tim Berg, Deschutes County; Mike Caccavano, City of Redmond; Dave Hirsch, ODOT; Robin Lewis, City of Bend; Annie McVay, City of Redmond; Jeff Monson, Commute Options; Peter Russell, Deschutes County; Dan Serpico, ODOT, Call to Order Meeting was called to order at 12:05 p.m. Introductions Approval of Prior Minutes May 1 meeting minutes were approved as amended COACT, Funding, and Connect Oregon, Commissioners Tammy Baney and Alan Unger, Deschutes County Deschutes County Commissioner Baney, wearing her Oregon Transportation Commissioner tiara, and Commissioner Unger asked BPAC for feedback on the recent Statewide Transportation Improvement Program (STIP) and Connect Oregon V grant process. BPAC members expressed concerns on how bike/ped applications fared poorly in both processes. Discussion ensued regarding regional equity vs. modal equity and that perhaps due to their unique traits bike/ped projects should again have some sort of dedicated funding instead of having to compete with road, highway, freight, and airport projects. Deschutes County On-Line Bike Guide, Tim Berg and Peter Russell, Deschutes County Zech Heck, an intern with Deschutes County Planning, had prepared a storybook map for historic preservation properties in close coordination with Tim Berg, the County’s GIS Analyst. The duo then applied the same techniques to update the County’s guide to a web-based version based on the bikeways designated in the County’s Transportation System Plan (TSP). The guides depicts the bikeways on an aerial photo base map with routes highlighted for high/medium/low suitability for riding; when a bikeway is clicked a box gives information on traffic volumes and gives an elevation profile. 2 COTA Projects, Woody Star, Central Oregon Trail Alliance Woody provided an update of Central Oregon Trail Alliance (COTA) projects in the Cache Mountain and Suttle Lake areas. COTA now has chapters in Redmond, Sisters, and Crook County. The group has worked on 42 miles of trails in the Ochocos around Lookout Mountain and Round Mountain. Other trail work has occurred in the Radlands east of Redmond and Cardinal Landing by Sunriver to Wanoga sno-park. Last year, COTA volunteers logged 8,000 hours of work in the Deschutes National Forest and this year are already up to 3,600 hours. BWIP Status Update, Robin Lewis, City of Bend BWIP is working on updating the City’s bike and sidewalk improvement which be reflected in the City’s TSP. BWIP has identified six walkable areas called pedestrian zones. City and MPO staff are identifying project lists for these areas. One key walking area is midtown and looking at enhanced streets for walking. The challenge remains how to get better crossings of major arterials such as Greenwood. BPAC Business Tri County Summit Plans – Review of panelists and topics Sisters BPAC Position – Wendy Holtzman was elected Big Chain Ring – The winners were Public Agency: Robin Lewis, City of Bend; Special Project: Amy Nickell, Redmond School District, Allen Tenney and Bryan Malone, High Desert Education Service District, Courtney Moran, Redmond Area Parks and Recreation District, Joanie Krehbiel, Wheel Fun Rentals and Ken Cardwell, Jericho Road; Commercial Business: Trinity Bikes; Advocacy Group: Bend Bikes/Pam Hardy Annual Report – Will be presented to Board of County Commissioners on June 23 at 10 a.m. June Message - Big Chain Ring Winners Tri County Summit Announcement, June 19 in Madras Committee Updates -None Updates South County: Paved path from Lava Lands Visitor Center to Sunriver is almost done City of Bend: None reported City of Sisters: Outgoing member Phyllis Lewis remarked on how much she enjoyed her time on BPAC. City of Redmond: None reported Deschutes County: None reported 3 ODOT: Dave Hirsch, talked about the technical challenges of loop detectors in the pavement recognizing bicycles as well as video cameras. The challenge with loops is bikes lack enough metal. The challenge with cameras is tied more to a mismatch between proprietary information between vendors. .
