DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, November 6, 2014 - Noon to 1:30pm

Call to Order
Meeting was called to order at 12:01 p.m.
Introductions
Approval of Prior Minutes
October 2, 2014 meeting minutes were approved unanimously as drafted.
RUSTF Lite Up the Night Campaign, Jovi Anderson, Bend Metropolitan Planning
Organization
Jovi Anderson provided an introduction and overview of the “See and Be Seen” campaign.
There will be a booth in Bend downtown during First Friday handing out lights, reflectors, and
safety information.
Regional Trail Planning, Steve Jorgensen, Bend Parks and Rec
Steve Jorgensen provided an overview of the regional trail opportunities throughout Deschutes
County. He specifically highlighted the Brooks-Scanlon Road to Sisters, the Deschutes River
Trail from Sunriver to Tumalo, and North Unit Canal trail to Smith Rock. Future opportunities
in Bend include segments along the Deschutes River, new trails along railroad rights -of-way,
and new segments along canals. Discussion followed.

Safe Routes To School (SRTS) National Conference, letter of support request, Jeff
Monson, Commute Options
Jeff presented the idea of the hosting the National SRTS conference in Bend. However, it
does not appear likely due to funding limitations.
White Rock loop bike aid station, Mary Barron, BPAC
Mary and Bob Haas provided background on the existing and planned bike aid station
improvements located along White Rock Loop. Peter Russell indicated that the aid station
requires a license, including liability insurance coverage, because it is located in the public
right-of-way for While Rock Loop. Hank Therien will look into if Friends of Three Sisters
Bikeway or Visit Bend is willing or able to providing insurance coverage. Discussion followed.
BPAC Business
Election of BPAC Committee Members for 2 at-large seats
Summary of Candidate interviews, voting, and terms were discussed.
Committee Updates –
BWIP – Public meetings were held, well attended, good public feedback was
provided.
Annual Goals and Report, 2015 PSA message calendar
Committee assignments discussed. Dave and Mary volunteered to organize goal
review committee. Kim and Mary volunteered to prepare annual report to the Board
of County Commissioners.
Calendar updated to rename “Commute Options Week” to Drive Less Challen ge”
BPAC Messaging: Sidewalk Snow Removal
Direction given to Matt to issue press release.
2015 Road Projects Peter Russell/George Kolb, Deschutes County
George Kolb provided an update of scheduled road department projects. Prominent
comments include:
No chip seal schedule in place at this time
Skyliners Road RFP issued and notice to proceed planned for April 2015
Overlay schedule outlined
Noted Cline Falls Highway chip seal done with smaller chip on shoulders and he has
received good feedback
Overview of road maintenance process from new construction to chip seal to
overlay.
Cheryl highlighted that improvement of communication and partnership between BPAC and
the County that has led to positive changes in road maintenance process.

Updates
South County: Bike aid stations being considered by La Pine Parks and Recreation; Scott is
organizing group rides; Cheryl offered idea to include La Pine in “Light Up the Night”
campaign.
City of Sisters: grant applicant denied for path from Elementary School to Airport; Sisters to
Black Butte Ranch trail is no longer under consideration but there is some community interest
in pursuing it again.
City of Redmond: Bike counts completed in September; Working with schools to promote
walk/bike to school days; Council elevated Redmond BPAC to official committee; Trail
amenities plan is in the works; Portion of Homestead Canal Trail been paved; Bike/Ped
connectivity plan being prepared; Bike-Walk-Roll Redmond webpage created.
Commute Options: Changes to Connect Oregon Grant structure/criteria being considered by
Oregon BPAC at December 15th meeting; Reported on Drive Less Challenge; Blazin’ Saddles
bike shop donating to local program at Sisters School District.
COIC: Judy Watts introduced herself; More bike racks being provided on CET buses; Open
house for changes to mountain services happening soon.
