DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE

Call to Order
Meeting was called to order at 12:00 p.m.
Introductions
Approval of Prior Minutes
December 4, 2014 meeting minutes were unanimously approved as drafted.
Bend Sidewalk Presentation - Tyler Deke, Bend Metropolitan Planning Organization
Tyler provided an overview of Bend area sidewalk improvement, repair, and maintenance
programs and requirements. He noted administration of various programs is challenging
because various departments are involved. Highlighted projects included prioritized walking
corridors, new bridges, and safety crossings.
Sidewalk Refuges on 3rd Street - Bill Hilton, ODOT
Bill introduced a pedestrian crossing project involving marked crosswalks and pedestrian
refuges along NE 3rd Street at NE Vail Avenue and NE Seward Avenue in Bend. Construction
is planned for Spring 2015.
Tutorial on how signal timers interpret bike maneuvers at traffic signals - David Hirsch,
Traffic Operations Engineer
David provided a high level overview of bicycle operations at traffic signals. This included
information regarding technology and methodology used for timing patterns and detection to
accommodate cyclists.

Hubs, Michael Duncan, ODOT
Michael provided an overview of ODOT hub program. The hub developments provide traveler
amenities as a “welcome” from the community in which they are located. Each Hub is
intended unique, reflecting the character and attractions of the community.

Committee Updates
RUSTUF
Outreach events planned for January 26-28 with events at Hollinshead Park (1/26),
Hawthorne Station (1/27), and Bethlehem Inn or Shepard’s House (1/28).
BPAC Messaging
Safe Sidewalk Nominations
Matt to prepare and issue media release
Redmond Summit
Scott Woodford handling arrangements for summit scheduled for February 5th.
Other
Meeting location discussed recognizing the location changes in the last few months.
This year’s September meeting moved to September 10th.
Updates
Sisters: Grant received for new amenities at Village Green Park including restrooms, showers,
and bike lockers.
Redmond: Bill Hilton is Chair of Redmond BPAC. Development of Bike/Ped plan continues.
Program similar to Safe Routes to School is being developed.
Deschutes County: License agreement for White Rock Loop bike aid station forwarded to Bob
Haas, adjacent property owner, for consideration.
Commute Options: Mirror Pond redevelopment plan may be new opportunity to champion
multi-modal design. Public meeting scheduled for January 13th.
