Meeting Minutes
DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, February 5, 2015 - Noon to 1:30pm

Call to Order
Meeting was called to order at 12:00 p.m.
Introductions
Approval of Prior Minutes
January 8, 2015 meeting minutes were unanimously approved as drafted.
Presentation of Redmond BPAC Activities
Scott Woodford provided background on the Redmond BPAC highlighting the structure and
goals of the committee. He included overview of Bike Refinement Plan that is currently under
development. He also summarized several projects including safe routes to school type of
project, trails amenities plan, US97 Corridor Plan, access plan, bike and pedestrian counts,
among others.
BPAC Business
Committee Updates
RUSTUF
The task force is shifting its approach. Instead of focusing on risk data there is a new
effort to highlight safe access opportunities. They are working with a consultant to
identify counter measures to reduce crashes and conflicts.
COACT
At the recent meeting the commission addressed “Cascadia Event” planning including

possible Highway 97 improvements. The commission also discussed legislative
updates.
Bend 2030
Request received for BPAC member on transportation committee. Scott Ferguson will
be primary and Kim Curley will also be attending as Commute Options/BPAC
representative.
Annual BPAC Report
The annual report was distributed and discussed. Rick Root moved for approval, Scott
Morgan seconded the motion. The motion was approved unanimously.
Updates
South County: HUB for La Pine area is in the works with initial planning talks held.
Sisters: The creation of a Sisters BPAC is being discussed; Pauline Hardie, Community
Development Director, has resigned; Meetings held with State to discuss roundabout
design. Construction is planned for 2016; McKenzie Pass is currently open to bikes.
Deschutes County: County will assume liability for White Rock Loop bike aid station.
Amended license agreement forwarded to Bob Haas, adjacent property owner, for
consideration; Powell Butte Highway/Neff Road roundabout design contract awarded to
WH Pacific.
Commute Options: Open house scheduled for February 24th in Camp Sherman to discuss
scenic bikeways.
CET: Thanks expressed for letter of support from BPAC related to mountain transport gran
application; Working with Redmond to refine bus hub; Piloting a project of “bus “stopper”
indicators at bus stops in Bend; Public Transit Advisory Committee (PTAC) is being
formed.
