HomeMy WebLinkAbout2015-04-02 - BPAC Minutes Meeting Minutes DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE West County/Sisters Agency Coordination Summit Thursday, April 2, 2015 - Noon to 2:00pm Sisters City Hall, 520 East Cascade Avenue, Council Chambers Members Present: Cheryl Howard, Scott Morgan, Greg Svelund, Wendy Holzman, Jim Stone, Bill Braly, Michelle DeSilva, Rick Root, David Olsen, Scott Ferguson, Christopher Cassard, Matthew Olsen Agency: Scott Woodford, City of Redmond; Judy Watts, COIC/CET; Patrick Davenport, City of Sisters; Erik Huffman, City of Sisters; Andrew Gorayeb, City of Sisters Guests: Phyllis Lewis, Sisters Walk Friendly Committee; Chuck Humphreys, Sisters Trail Alliance; Gary Guttormsen, Sisters Trail Alliance Call to Order Meeting was called to order at 12:00 p.m. Introductions Approval of Prior Minutes March 5, 2015 meeting minutes were unanimously approved as drafted. Welcome and New Staff Introductions, Andrew Gorayeb, City Manager Andrew introduced Patrick Davenport, new community developm ent director. In additional comments, Andrew indicated the City of Sisters’ budget and quality of life all looking good. Current Bike/Ped Improvement Projects, Erik Huffman, City Engineer Erik provided an overview of many projects including corridors, multi-use path, roads, sidewalks, ADA amenities, street lighting, and drinking fountains, etc. More specifically, the City has installed Dark Sky compliant lighting, sidewalks have been constructed with pavers on concrete slab for durability, and Village Green bicycle lockers and bathroom improvements, including showers, are to be added soon. The City is maximizing coordination with ODOT for cost savings. Sisters Trail Alliance (STA) Update, Chuck Humphreys. STA Chair Chuck provided an overview and update on (STA) activities. STA maintains 100 miles of trails. Trail from Sisters to Black Butte Ranch discussed noting the project is supported by home owners associations and most homeowners. A second project would link high school to high school. A third project is a new trailhead for Peterson Ridge Trail. 2 Follow up on Walk Friendly Status, Phyllis Lewis Phillis provided update announcing the City of Sisters received “walkability” designation. Signage identifying W alk Friendly Community designation is being made. The City continues with projects that integrate multi-modal design features. BPAC Business Needs assessment project update, Bill Braly Meeting will be scheduled soon with County to determine the input that would be helpful in identifying an inventory of projects for future funding. The goal is to identify opportunities for simple fixes as funding becomes available. The desire is provide a pre-assessment of projects and incorporate list into existing plans. Committee Updates Bend 2030: A public presentation and outreach meeting is scheduled for April 11th at 9am. BWIP: Working on pedestrian improvements on a number of streets in Bend and identify preferred alternatives. A traffic study is forthcoming for Greenwood Avenue corridor in Bend. Media releases: Irrigation system calibration & Big Chainring Nominations Roundtable Updates La Pine: Meetings held with both the La Pine Chamber of Commerce and Michael Duncan of ODOT. South County: Looking to add pedestrian counter devices. Redmond: The City has been chosen for “Sustainable Cities Initiative” by University of Oregon. The first deliverable is a bicycle/pedestrian planning project. COIC/CET: The group was encouraged to attend the Bend 2030 meeting on April 11 th; new transit schedules are coming soon; rider testimonials are being collected.
