The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Cheryl Howard, Scott Morgan, Greg Svelund, Jim Stone, Bill Braly, Michelle DeSilva, Mary Barron, Rick Root, David Olsen, Scott Ferguson, Christopher Cassard Agency: Matt Martin, Deschutes County; Bill Hilton, ODOT; Dan Serpico, ODOT; Mike Caccavano, City of Redmond; Tom Headley, Century West Engineering Guests: Chuck Humphreys, Mark Smith Call to Order Meeting was called to order at 12:00 p.m. Introductions Approval of Prior Minutes May 7, 2015 meeting minutes were unanimously approved as drafted. Black Butte Trail - Chuck Humphreys, Sisters Trail Alliance Chuck Humphreys provided an overview and update (flyer and fact sheet distributed) on the conceptual and controversial trail extending from Sisters to Black Butte Ranch. The proposed trail is 7.6 miles in length, paved, and constructed to ASHTO standards. The estimated cost is approximately $2 million. The trail is intended to be accessible to everybody, an economic asset, safe non-motorized travel, a place for healthy recreation, and promote better forest stewardship. The key issues are privacy for nearby residential property owners, the prior forest service scoping process, and ongoing maintenance if constructed. Next steps are to resubmit environment assessment, initiate new public scoping process, and apply for grant. If approved, the planned opening is in 2020. Discussion followed. Bill proposed submitting a letter to Board of County Commissioners expressing BPAC supporting the project and reinitiating the review process. Greg will draft the letter and distribute to BPAC for comment before sending. 2 Inventory Project Progress Report - Bill Braly Michelle and Chris provided an update on the project and shared draft letters that will be sent to stakeholders and agencies requesting feedback on the project. Discussion followed. BPAC Business Big Chainring Awards Selection: winners include Phyllis Lewis (Peter Hanson Memorial), Bob Haas (Individual), and City of Sisters (Agency) BPAC Position: Mark Smith was nominated to join BPAC to fill the position vacated by Jim Stone. Mark spoke about his background and interest in joining the committee. The committee voted unanimously to appoint Mark to fill the position. Tri County Summit/June & October: Cheryl provided an overview of the upcoming Tri-County Summit scheduled for June 18th at Redmond City Hall. Cheryl proposed moving the tri county summit from June to October beginning this fall. The committee agreed. Roundtable Updates Bend: Rick noted benefits of expanding BPAC focus from Bend centric to the entire county; Bend MPO technical advisory committee discussed diversifying allocation of available funds to more than street surface maintenance and improvement projects. Sisters: Back-in parking along main street was removed. Redmond: University of Oregon bicycle refinement plan will be presented soon.
