He was recently selected in the permanent position six weeks ago, after serving as interim for five months. Previously, he worked for CDD for fourteen years, eight of which were spent in the role of CDD Director. Tom also revealed there will be recruitment announcements posted within the next few weeks for a Finance and Personnel Directors. He stated his three greatest challenges at the moment are the 9- 1-1 levy, personnel health care costs and PERS. Stephanie Sundborg, the new Administrative Analyst replacing Sarah Kingston, introduced herself and also shared her research experience. She previously served as the Program Coordinator for CFC and has been working in her new position for approximately 3 weeks. 2 Approval of Minutes from March Meeting Kate Wells made a motion to approve the minutes. Charles and Mike both seconded the motion and the Board unanimously approved as submitted. 3 Brief Announcements Tom asked for Board feedback on conducting meetings in various locations other than here in Bend. He would like to try again for a meeting in La Pine sometime this summer and will send out a survey monkey to the Board for their input. Kate Moore also mentioned having meetings in Sisters and/or Redmond. Scott mentioned that there have been some significant changes to HB2348, which establishes eight regional public health authorities. This bill has now morphed into a health study and the County is working on the appropriate guidelines to follow. Commissioner Baney has been acting as the local voice on this piece of legislation. Scott also announced that the upcoming budget presentation meeting with the BOCC is slated for May 21st at 9:00 a.m. Katrina stated that the farmer’s market is fast approaching. The Drake Park market starts on June 5th and will run through October 9th from 3 pm to 7 pm every Wednesday. The market at St. Charles will not be operating this year. Deschutes County Health Services Public Health Advisory Board “To promote and protect the health and safety of our community.” Lorie informed the Board of a new day camp designed for kids who are suffering from the loss of a relative called Camp Courage. The camp is scheduled to run for a week sometime in June. 4 Public Health Week Follow-Up Tom announced that the turnout for the public health fair on April 1st at McMenamins far exceeded expectations. Dr. Tina Busby, from Mosaic Medical, was nominated as the individual Health Hero award winner, while Holly Remer with Healthy Beginnings accepted the group award. Dr. Busby and Elaine Knobbs, also from Mosaic Medical, gave a brief summation of their experience in the heath care field. Holly described the Healthy Beginnings program and her capacity as Director there. Tom thanked those Board members who attended. 5 Accreditation Update Laura gave a synopsis of the accreditation process. Presently, DCHS has submitted the application to the PHAB (Public Health Accreditation Board) and Laura has met with the leadership teams and supervisors to relay what documents are required for Board review. In the coming weeks, several hundred documents will be uploaded into Sharepoint (the County document center) that detail County protocols and quality improvement measures. The PHAB will then review these documents and make recommendations for improvement where needed and will proceed to perform an actual on-site visit around this time next year. Laura informed the Board that DCHS was the first county in the nation to participate in a Beta test for accreditation three years ago. Becoming accredited will aid in advertising good stewardship and in acquiring grant funding. 6 Electronic Health Record Update Cherstin gave a brief update of the Quality Improvement Plan stating that the structure has changed and now with a new QI Manager on board, is becoming more simplified. Cherstin recently attended a national accreditation QI training, whose trainers are interested in teaching our methods to other facilities who are on the same system. A Quality Improvement Council has been formed to assist the DCHS QIP team. One of the required accreditation measures is to collect data to generate a Community Health Assessment Report. This report is now complete. Cherstin informed the Board that the EHR system is going well and that we are approaching our one year anniversary since inception. Several of our partners are utilizing the same EHR system making it easier to share patient records and lab interface with SCMC, giving immediate results. We can also obtain immunization records from other states. A client kiosk for appointment check-ins has been set up in the clinic for faster service and an on-line health portal is being set up so clients can track their health information. 7 Oral Health Committee Update The first annual Oral Health Summit will be held at SCMC on September 12th at 5:30 p.m. DCHS will be hosting the event, along with Advantage Dental and Pacific Source. Mike commented on the great article in the Bend Bulletin on the real problems associated with poor oral health care and asked the Board to please forward the summit information on to their business and personal contacts. Mike is lobbying to the legislature to change the standard of care when it comes to oral health. The Board briefly discussed the fight against fluoridation, which is a heated debate, specifically in the Portland area. Demonstrators have been posting signs and marching against fluoridating the drinking water. The Board talked about forming a strategic plan so as not to duplicate efforts in the fight for better oral health care. 8 Legislative Update Tom spoke to the Board regarding the 2013 Oregon legislative session. Of particular interest to DCHS are SB132 regarding immunization exemptions, which is now moving to the Senate floor; HB2870, requiring up to 20 percent of any county taxes imposed on tobacco products be used for public health programs and services. This bill was passed in the House and has now moved to the Senate for an April 29th public hearing. House Representative Jason Conger has made it known he is against this bill. HB3166 authorizes REHT’s to provide assistance to REHS’s and/or trainees, WWS’s and/or trainees. This bill is not moving forward at this time in the House and will need some refinement before being readdressed sometime in the future. Three other bills of interest are SB436 regarding SBHC funding, SB823 regarding additional behavioral health staffing and HB2445 authorizing SBHC’s to operate and ensure their funding. Tom attended a Ways & Means road show meeting on April 19th at the Bend Armory to discuss public health funding and tobacco prevention and educations programs.
