Unanimously approved by all. 2 Brief Announcements Kim received her invitation for the upcoming Oral Health Summit and asked if anyone was allowed to attend the meeting in Redmond on Friday for dental professionals. She also mentioned she was unable to complete the on-line registration because of a broken link. Tom will mention this to Dr. Shirtcliff. Susan announced that the SPC is conducting a survey of health practitioners who are interested in suicide prevention training. The survey will only be available on-line for one more week. A request for grant funding has been submitted to aid in training costs. Holly stated that a tri-county grant has been awarded to Healthy Beginnings from OHA/Cover Oregon for outreach and assistance in enrolling in the new Cover Oregon Plan. This plan is designed to help uninsured individuals, families and small business owners with employees to shop for affordable health insurance plans and obtain access to financial assistance in paying the premiums. Open enrollment for those qualified will launch in October 2013 with actual coverage beginning in January 2014. Charla announced that the La Pine Community Health Center recently hired a grant supported Outreach & Enrollment Specialist who will be specifically trained to aid those participating in the ACA/Cover Oregon Plan. A meeting will be conducted in a few weeks to coordinate this training and a soft run is scheduled for October 1st. Also, a new mental health director has been retained to counsel patients five days a week. Charla suggested having the Enrollment Specialist attend the September meeting to explain the specifics of the new program. Mosaic Medical has also employed two Outreach & Enrollment Specialists. At this point, and with all the uncertainty, there is a big push for training, development and marketing. Charla asked if the Board would be interested in taking a proactive role in support of the plan. Deschutes County Health Services Public Health Advisory Board “To promote and protect the health and safety of our community.” Kate Wells mentioned that a recent Medicaid lottery health study was recently conducted that produced some interesting results. Kate will email the Board with the link to the study and provide a slide presentation of the results at the meeting in September. Tom reminded the Board that there is no meeting scheduled for August and that the September meeting will be held at Midstate Electric in La Pine. Transportation will be provided leaving DCHS by 11:00 a.m. for those who need a ride. Tom also announced that Jane is now officially resigned from the Board after this meeting. The Board thanked her for her dedication and service. 3 Substance Abuse Prevention Program Jessica and Julie, Certified Prevention Specialists, gave a Powerpoint presentation on the substance abuse prevention program. As of July 1st, both work full-time as part of the Community Health Division, along with part-time Health Educator Nick Stevenson. Three key areas of focus involved in this program are Strategic Prevention Framework, Coalition Support and School Health Initiative Support. The newly formed Shared Future Coalition centers primarily around youth and young adults age 18 to 25, who abuse alcohol, drugs, and/or exhibit high risk behavior such as suicide, bullying and problem gambling. The Coalition has recognized that alcohol use in particular is a serious problem in our community, one that not only affects the individual, but also the community as a whole. Jessica and Julie have been researching the consumption patterns of local youth and the primary causes and conditions linked to it. Not only do alcohol related events and social norms provide easy access, there is a perception that drinking is relatively harmless. A comprehensive prevention plan is being developed in order to campaign awareness of the dangers of binge drinking through educational resources, law enforcement support and various other means. A new website, (www.sharedfuturecoalition.org), along with other social media sites, has been launched detailing the program. Jessica and Julie asked the Board to share this information with their personal and professional contacts and have also solicited the interest of several community stakeholders. Unfortunately, not all stakeholders are providing representation, particularly for this age group. Both girls will continue pursuing support from community partners. 4 Reproductive Health Update Kathy Christensen, Clinic Supervisor, and Anne Kilty, Nurse Practitioner, presented a reproductive health update. The main goal of this program is for every birth to be planned and for the parents to be ready to raise that child. As it stands, half of all pregnancies are unintended. Even though 2/3rds of sexually active women are using some form of contraception correctly, 1/3rd are not; thereby raising the pregnancy rate for this group by nearly 95%. Studies indicate the highest pregnancy rate to be amongst 19 to 24 years old. The good news is the teen pregnancy rate in Deschutes County is lower than the state average and has consistently declined every year since 1997. The Reproductive Health team has been working on a sexual health curriculum to be adopted by local area schools. One such program is geared towards 6th grade students called My Future- My Choice. High school students teach these kids about setting personal boundaries related to sexual activity, abstinence, communicating assertiveness and where to go if they need help or have more questions. As part of a tri-county effort, a program called Cuidate addresses the same issues amongst the Latino Community. Outreach and partnership networking is going quite well. Ann spoke briefly about Title X, which was enacted in 1970 and furnishes grant funds for family planning programs. This program provides educational, medical and social services necessary in determining whether or not and when to have a child. Other family planning services conducted at DCHS include STD and HIV/AIDS screening, birth control options and well woman visits, etc. “To promote and protect the health and safety of our community.” 5 Letter to Legislators/Editorial Kim, Jock and Holly will be teaming up to draft a letter to State Representative Jason Conger in support of the newly adopted immunization bill (SB 132). The letter will be ready for Board review and approval sometime in August, which also has been appropriately named National Immunization Awareness Month. 6 CCO Update Kate Wells addressed the Board with a CCO update. As part of the Quality Incentive Metrics, 12.6 health measures and an EMR measure must be met in order to receive funding incentive dollars. In the meantime, $3.3 million has been set aside for the CCO global budget. Several of these measures are on track, while others are still a work in progress. The Office of Equity and Inclusion was awarded a grant to assist the Health Equity Task Force in promoting an integrated health system available to all multicultural populations as part of the Transformation Plan. This task force is housed under the CCO Community Advisory Council. Kate will continue to update the Board on any progress. 7 Accreditation update Tom announced that all the documents have been uploaded into Sharepoint and the application is being sent tomorrow to the Public Health Accreditation Board for review. The Board will arrive for an on-site visit in the Spring of 2014.
