The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Cheryl Howard, Scott Morgan, Greg Svelund, Wendy Holzman, Mark Smith, Bill Braly, Michelle DeSilva, Mary Barron, Rick Root, Scott Ferguson, Christopher Cassard Agency: Matt Martin, Deschutes County; Gary Farnsworth, ODOT; Dan Serpico, ODOT; Rob Hardie, ODOT, Joni Bramlett, ODOT, Jovi Anderson, Bend MPO ; Judy Watts, COIC/Cascade East Transit; Kim Curley, Commute Options; Jeff Monson, Commute Options; Marcos Bomero, USFS; Stan Nowakowski, SRTS Jefferson County; Holly Wenzel, Crook County Health Department Call to Order Meeting was called to order at 12:00 p.m. Introductions Approval of Prior Minutes June 4, 2015 meeting minutes were unanimously approved as drafted. Upcoming ODOT funding cycles, Gary Farnsworth ODOT Gary provided an overview of funding programs and how they apply. A fact sheet was distributed. Two programs are ConnectOregon VI (years 2016-18) and Enhance Non-Highway (years 2019-21). Bicycle, pedestrian, transit projects are included. Application deadline for ConnectOregon VI and the proposal deadline for Enhance Non-Highway is November 20. Question and answer period followed discussing application/proposal review process, scoring, and project types. A Region 4 Bicycle-Pedestrian Needs list was distributed and discussed. Gary is interested in feedback from BPAC on project priorities. Gary will be attending the October Tri-County Summit to continue the discussion. Bend Transit Expansion, Judy Watts COIC 2 Judy provided an update on the expansion that is set to launch September 21. Changes include new sign posts with posted route schedules. There will be 50 new bus stops. Projects will include construction of accessibility and pedestrian amenities. OSU Cascades is building transit shelter. St. Charles recently initiated a group bus pass program and will be designing/funding stop near the hospital. September bike counts and City of Bend count program, Jovita Anderson Bend MPO Jovi provide program overview. Volunteer counters on September 15, 16, and 19 were requested. A news release was distributed. Program is expanding with permanent bicycle and pedestrian counters being installed at some locations. Bill Braly announced that Redmond is also conducting a bike count on September 17 and 19. BPAC Business Election of Officers: Cheryl Howard (Chair), Bill Braly (Vice Chair), Greg Svelund (Secretary) were re-elected unanimously. Committee Updates: No updates. Ad Hoc Goals Committee formed with Bill Braly, Mary Barron, Kim Curley, Chris Cassard, and Greg Svelund as members. Report expected by December. Media Release: Commute Options is issuing safety press release addressing “watch for kids,” no parking in bike lanes, roundabout use, and school zone speed. Slow down for safety(roundabouts, school zones, etc.) Kim and Greg will draft the press release and send to Matt for distribution. Tri County Summit, October 14th in Prineville: Kim provided an overview of the schedule, activities, exhibitors, and presenters. The event will be held at Meadow Lakes Golf Course. Updates Bend: Exploring projects to apply for ConnectOregon VI or Enhance funding. Jovi distributed a packet of bike/ped infrastructure enhancement projects. Sisters: Various projects underway including improvements along Barkley. City Council will be signing an IGA for the planned roundabout. Redmond: Working with schools to identify what needs and can be done for safe transportation. Working on trails connectivity plan. South County: Scheduling of South County meeting was discussed. The meeting will be held in Sunriver on October 1st. A ConnectOregon VI project is being considered. ODOT: HB 3402 has been enacted increasing speed limits to 65 mph on Highways (197, 97, 31, 395, 20) on March 1st. Transition plans are in process. Commute Options: Drive less challenge is October 5-18. 3 USFS: In process of awarding a contract for multi-use pass extending along Cascade Lakes Highway to new welcome center. Completion is planned for next fall or spring. Adjournment at 1:32pm Next Meeting: Thursday, October 1, 2015; South County (location TBD)
