The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Cheryl Howard, Greg Svelund, Wendy Holzman, Mark Smith, Bill Braly, Michelle DeSilva, Rick Root, Scott Ferguson, Christopher Cassard Agency: Kim Curley, Commute Options; Bill Hilton, ODOT; Dan Serpico, ODOT; Robin Lewis, City of Bend; Steve Jorgensen, Bend Parks and Rec; Holly Wenzel, Crook County; Chris Cheng, ODOT; Rory Rowan, City of Bend; Brian Potwin, Commute Options; Ron Taylor, Bend Police Guests: Jim Pex, Century west Engineering; Katie McClure, Resident Call to Order Meeting was called to order at 12:02 p.m. Introductions Approval of Prior Minutes November 5, 2015, meeting minutes were unanimously approved as corrected. Correction includes reference to 3 letters of support for projects in Redmond, Madras, and Bend Parks and Recreation District. Bend Open Streets, Brian Potwin, Commute Options Brian provided a presentation on the Bend Open Streets project. The Open Streets initiative temporarily closes streets to automobile traffic, so that people may use them for other activities such as walking, bicycling, playing, and socializing. This is scheduled for September 2016 in Bend’s Central District. BWIP and Sounding Board, Robin Lewis, City of Bend Robin provided a presentation and update on the Bicycling and Walking Improvement Priorities (BWIP) program. BPAC Business Annual Goal Review & Report: Committee approved 2016 goals update with a vote of 7-1. BPAC Letter (of Support) Policy Update: General support for existing policy with addition of adding language suggesting applicants check the BPAC meeting calendar and, if time allows, request agenda placement at an upcoming meeting to present and discuss. Other: Discussion of the development of a speakers list to identify BPAC members available to speak to various groups. Several expressed interest in volunteering. Matt Martin will update the web page. Updates South County: Kim and Cheryl are meeting with Sgt. Patnode to discuss project ideas. Bend: 5-cent gas tax to be referred to the voters in March. Sisters: The city is in between requests for funding. Village Green improvement work continues. Wendy discussed ADA and ice issues with Public Works department. Redmond: Safe routes to schools type program continues. Redmond BPAC continues development of improvement and marketing plans. Group from U of O is making final presentation to Public Works. Commute Options: Consider carpool options through Drive Less Connect during snowy conditions. Bend Parks and Recreation District: Colorado Avenue undercrossing completed. Pedestrian bridge at Colorado Avenue remains closed but will reopen soon. McKay Park will be closed for reconstruction during 2016. Farwell Bend Park pedestrian/bicycle bridge is scheduled for replacement and will be closed March through October 2016. Canal trails planning continues. The District is pursuing amendment to State Scenic Waterways limitation of crossings. The ice rink to open late December 2015. Riley Ranch pedestrian bridge approved but not schedule as first phase of park development. Open Floor Safe Routes to School received federal funding. Adjournment at 1:31pm 2
