STATEMENT OF CHANGES IN ACTIVITIES and SOURCES OF FINANCING
Assessed value is anticipated to grow by 5.5% increasing property taxes by a similar amount. 6.4 additional FTE are included in the budget,
primarily in Community Development due to increased permit activity. Total operating costs including personnel, materials and services, capital
outlay, debt service and transfers remain flat while the overall budget increases by 8.5%. This budget continues to restore reserves in several
funds including the General Fund, Community Development, the Fair and Expo Center, Solid Waste and the PERS reserve. The final principal on
the general obligation bonds related to the Fair and Expo Center will be paid off in FY 2017.

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON, as follows:
Section 1. That the Board of County Commissioners of Deschutes County, Oregon, hereby adopts the
budget for the fiscal year 2016-17 in the total sum of $341,925,144. A copy of this document is available in the
office of the Deschutes County Board of County Commissioners.
Section 2. The Board of County Commissioners hereby imposes the ad valorem property taxes
provided for in the 2016-17 adopted budget at the tax rate of $1.2783 per $1,000 of assessed value for
permanent tax rate for the General Fund and the General County Projects Fund, and in the amount of
$2,571,032 for debt service on general obligation bonds; and that these taxes are hereby imposed and
categorized for tax year 2016-17 upon the assessed value of all taxable property within the district as follows:

On May 17, 2016, voters approved a ballot measure to dissolve the existing district and approve a new district with a permanent rate of $0.4250.
The District's Governing Board approved keeping the levy at $0.3618 for FY 2017 and FY 2018 The previous public notice reflected a single tax
levy at a rate of $.3618. Because the new district boundary is not included on the assessment roll until FY 2018, the levies for the existing district

Assessed valuation on taxable property is anticipated to increase by 5.5% for the FY 2017 property tax calculations. On May 17, 2016, voters
approved a ballot measure to dissolve the existing district and approve a new district with a permanent rate of $0.4250. The DistristGoverning
Board approved keeping the levy at $0.3618 for FY 2017 and FY 2018. The Distt is undergoing a number of changes that affect the FY 2017
budget that will improve the delivery of services to Qunty residents and first responders for years to come. A strategic plan has been developed
for 9-1-1 operations as well as consolidation of the 9-1-1 comunications systems used by various agencies in the County into a single system to

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCI UTES
COUNTY, OREGON, ACTING AS THE GOVERNING BODY OF THE DESCHUTES COUNTY 9-1-1
COUNTY SERVICE DISTRICT, as follows:
Section 1. That the Board of County Commissioners of Deschutes County, Oregon, acting as the
governing body of the Deschutes County 9-1-1 County Service District, hereby adopts the budget for the fiscal
year 2016-17 in the total sum of $24,569,964. A copy of this budget document is available in the office of the
Deschutes County Board of County Commissioners.
Section 2. That the Board of County Commissioners of Deschutes County, Oregon, acting as the
governing body of the Deschutes County 9-1-1 County Service District, hereby imposes the ad valorem property
taxes provided for in the 2016-17 adopted budget at the tax rate of $0.1618 per $1,000 of assessed value for
operations; and $0.2000 per $1,000 of assessed value for local option tax; and that these taxes are hereby
imposed and categorized for tax year 2016-17 upon the assessed value of all taxable property within the district
as follows:

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, ACTING AS THE GOVERNING BODY OF THE COUNTYWIDE LAW
ENFORCEMENT DISTRICT (DISTRICT 1), as follows:
Section 1. That the Board of County Commissioners of Deschutes County, Oregon, acting as the
governing body of the Countywide Law Enforcement District (District 1), hereby adopts the Budget for the
fiscal year 2016-17 in the total sum of $26,250,316. A copy of this budget document is available in the office
of the Deschutes County Board of County Commissioners.
Section 2. That the Board of County Commissioners of Deschutes County, Oregon, acting as the
governing body of the Countywide Law Enforcement District (District 1), hereby imposes the ad valorem
property taxes provided for in the 2016-17 adopted budget at the tax rate of $1.0200 per $1,000 of assessed
value for operations; and that these taxes are hereby imposed and categorized for tax year 2016-17 upon the
assessed value of all taxable property within the district as follows:

A public meeting of the Rural Law Enforcement District (District 2) will be held on June 22, 2016 at 10.00 a.m. in the William D. Barnes Room of
the Deschutes Services Center located at 1300 NW Wall Street, Bend, Oregon. The purpose of this meeting is to discuss the budget for the fiscal
year beginning July 1. 2016 as approved by the Rural Law Enforcement District (District 2) Budget Committee. A summary of the budget is
presented below. A copy of the budget may be inspected or obtained at the Deschutes County Board of Commissioners' Office at 1300 NW Wall

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, ACTING AS THE GOVERNING BODY OF THE RURAL LAW ENFORCEMENT
DISTRICT (DISTRICT 2), as follows:
Section 1. That the Board of County Commissioners of Deschutes County, Oregon, acting as the
governing body of the Rural Law Enforcement District (District 2), hereby adopts the budget for the fiscal year
2016-17 in the total sum of $14,521,300. A copy of this budget document is currently available in the office of
the Deschutes County Board of County Commissioners.
Section 2. That the Board of County Commissioners of Deschutes County, Oregon, acting as the
governing body of the Rural Law Enforcement District (District 2), hereby imposes the ad valorem property
taxes provided for in the 2016-17 adopted budget at the tax rate of $1.4000 per $1,000 of assessed value for
operations; and that these taxes are hereby imposed and categorized for tax year 2016-17 upon the assessed
value of all taxable property within the district as follows:

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, ACTING AS THE GOVERNING BODY OF THE DESCHUTES COUNTY
EXTENSION AND 4-H SERVICE DISTRICT, as follows:
Section 1. That the Board of County Commissioners of Deschutes County, Oregon, acting as the
governing body of the Deschutes County Extension and 4-H Service District, hereby adopts the budget for the
fiscal year 2016-17 in the total sum of $1,164,245. A copy of this budget document is available on file in the
office of the Deschutes County Board of County Commissioners.
Section 2. That the Board of County Commissioners of Deschutes County, Oregon, acting as the
governing body of the Deschutes County Extension and 4-H Service District, hereby imposes the ad valorem
property taxes provided for in the 2016-17 adopted budget at the tax rate of $0.0224 per $1,000 of assessed
value for operations; and that these taxes are hereby imposed and categorized for tax year 2016-17 upon the

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, ACTING AS THE GOVERNING BODY OF THE SUNK VER SERVICE DISTRICT,
as follows:
Section t. That the Board of County Commissioners of Deschutes County, Oregon, acting as the
governing body of the Sunriver Service District, hereby adopts the budget for the fiscal year 2016-17 in the total
sum of $7,970,777. A copy of this budget document is available in the office of the Deschutes County Board of
County Commissioners.
Section 2. That the Board of County Commissioners of Deschutes County, Oregon, acting as the
governing body of the Sunriver Service District, hereby imposes the ad valorem property taxes provided for in
the 2016-17 adopted budget at the tax rate of $3.3100 per $1,000 of assessed value for operations; and that these
taxes are hereby imposed and categorized for tax year 2016-17 upon the assessed value of all taxable property
within the district as follows:

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, ACTING AS THE GOVERNING BODY OF THE BLACK BUTTE RANCH SERVICE
DISTRICT, as follows:
Section 1. That the Board of County Commissioners of Deschutes County, Oregon, acting as the
governing body of the Black Butte Ranch Service District, hereby adopts the budget for the fiscal year 2016-17
in the total sum of $2,024,771. A copy of this budget document is available in the office of the Deschutes
County Board of County Commissioners.
Section 2. That the Board of County Commissioners of Deschutes County, Oregon, acting as the
governing body of the Black Butte Ranch Service District, hereby imposes the ad valorem property taxes
provided for in the 2016-17 adopted budget at the tax rate of $1.0499 per $1,000 of assessed value for
operations; and $0.5500 per $1,000 of assessed value for local option tax; and that these taxes are hereby
imposed and categorized for tax year 2016-17 upon the assessed value of all taxable property within the district
as follows:
