This memorandum provides an overview of the Deschutes County Historic Landmarks
Commission (HLC) meeting on December 12, 2016. A summary of each item is provided
below.
PUBLIC HEARING: FILE 247-16-000664-HS
Central Oregon Irrigation District has requested a demolition permit to remove historic
structures (dam, penstock, and powerhouse) at the former Cline Falls Power Plant Facility.
The proposal is subject to a public hearing review by the HLC. The staff report is attached
for reference.
PROGRAM UPDATES
Certified Local Government Grant Review
On September 13, 2016, staff and Chris Horting-Jones met with Kuri Gill, Grants & Outreach
Coordinator with the Oregon State Historic Preservation Office (SHPO), to review the
Deschutes County/City of Sisters Certified Local Government (CLG) program. Staff will
provide an overview of the report and meeting. The review summary is attached for
reference.
Regional Hlc Meeting Summary
On September 13, 2016, a meeting with the chairs and staff of the Bend, Redmond, and
Deschutes County/City of Sisters HLCs was held to discuss program details and
opportunities for coordination. Staff will provide a brief summary of the meeting.
Regional CLG Program Updates
As part of a standing agenda item, staff will provide an update on CLG activities in Bend and
Redmond.
Certified Local Government Workshop Summary
Staff attended a CLG Workshop in Salem, Oregon, on November 2, 2016. The workshop,
organized and presented by Oregon SHPO, provided information on a variety of historic
preservation topics. Staff will provide an overview of the workshop. The workshop agenda
is attached for reference.
DISCUSSION: REGIONAL HISTORIC PRESERVATION SUMMIT CONCEPT
Resulting from the Deschutes County/City of Sisters HLC interest in historic preservation
efforts in other communities, the concept of a regional historic preservation summit has
emerged. The summit could take on many forms but the initial concept is to dedicate time to
bring all of the regional HLCs together, along with stakeholders and interested parties, to
provide a forum to discuss and share ideas. The programing could also include such things
as presentations, trainings, and tours. Funding for the summit could be requested as part of
the upcoming CLG grant application and could also inform other CLG projects. The purpose
of this agenda item is to gauge the HLCs interest and provide feedback.
