Oregon voters approved Measure 91 on November 2014,legal- izing the sale and consumption of marijuana to adults 21 years of age and older. In 2015,the Oregon Legislature reduced the state sales tax on recreational marijuana from 25%to 17%effective January 1,2017, and allowed local jurisdictions to ask for voter approval of a 3%local sales tax.ORS 4756.345 provides that a city council may adopt an ordinance imposing a 3%tax on recre- ational marijuana sold by retail licensees, but the council must refer that ordinance to the city's voters at a statewide general election.
