The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Cheryl Howard, Scott Morgan, Greg Svelund, Mark Smith, Bill Braly, Michelle DeSilva, Mary Barron, Rick Root, Wendy Holzman, Scott Ferguson, Elizabeth Oshel Agency: Matt Martin, Deschutes County; David Amiton, ODOT; Mike Caccavano, City of Redmond; Scott Woodford, City of Redmond; Judy Watts, COIC/CET; Brian Potwin, Commute Options; Jackson Lester, CET Call to Order Meeting was called to order at 12:05 p.m. Introductions Approval of Prior Minutes December 2016 meeting minutes were unanimously approved as drafted with correction that David Amiton was not in attendance. Redmond: Mapping projects, network plan, bike boulevard demo project, Play Streets event planning, safe routes to school, Scott Woodford and Mike Caccavano, City of Redmond Mike Caccavano provided an overview of projects including demonstration of mapping program that incorporates existing conditions, analysis, and improvement project options. Scott provided an overview of the network plan , pathway development alternative to sidewalks, and the homestead trail. Mike highlighted 15th Street improvement project. There is a plan for a bike boulevard demonstration project along Deschutes Street. Scott noted collaboration with Commute Options. Discussion took place throughout. Redmond Transit Hub, Judy Watts, COIC Jackson Lester provided an overview of the existing services of Cascade East Transit and details of the planned transit hub at Kalama and 6th near Fred Meyer. Discussing took place throughout. 2 BPAC Business Subcommittee Assignments Rick Root led discussion on subcommittees and member assignments. Updates to subcommittees and member assignments were made. Committee Updates None. BPAC West County Vacancy Cheryl will follow up with prospective members. Updates South County: La Pine Parks and Recreation is first bike friendly business in the City of La Pine; All 32-miles of Sunriver paths have been open all winter; US Forest Service is holding a virtual open house now that is related to new pathway extending from Bend to Lava Lands Visitor Center. Bend: Bend MPO met with high level discussions regarding funding options and 3rd street connectivity improvements; “Safe passage NE” group is organizing to encourage a roundabout at Butler Market Road and Wells Acres Road along with additional bike and pedestrian facilities. Commute Options: September 17, 2017, is next Bend Open Streets. Brian plans a presentation before BPAC in March; Walking School program is expanding in collaboration with Bend La Pine School District. Sisters: Construction has begun on Barkley and Highway 20 roundabout. Deschutes County: There is an ongoing effort to explore construction of a non-motorized bridge over the Deschutes River in southwest Bend in a section of the river currently designated wide and scenic. This effort could include amendment to state law. A series of public meetings are scheduled. ODOT: 3rd street improvement coming with addition pedestrian connections; 2018-21 Statewide Transportation Improvement Program (STIP) review and comment period upcoming; US 97 refinement plan including path continues to be refined including opportunities fo r public comment; Jefferson County may pursue a Transportation Growth Management (TGM) grant to update Transportation System Plan (TSP); City of Sisters working on refinement of TSP. Open Floor Rick requested an 11” x 17” copy of the BPAC goals at the n ext BPAC meeting.
