HomeMy WebLinkAbout2017-03-02 - BPAC Minutes Meeting Minutes DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, March 2, 2017 - Noon to 1:30pm ODOT, 63055 N Hwy 97, Building M, Diamond and Crater Lake Conference Rooms The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Cheryl Howard, Scott Morgan, Greg Svelund, Mary Barron, Wendy Holzman, Scott Ferguson, Chris Cassard, Elizabeth Oshel Agency: Matt Martin, Deschutes County; David Amiton, ODOT; Chris Cheng, ODOT; Robin Lewis, City of Bend; Mike Caccavano, City of Redmond; Scott Woodford, City of Redmond; Jackson Lester, COIC/CET; Brian Potwin, Commute Options; Wein Morgan, Bend 2030; Chad Carpenter, La Pine Park and Rec Call to Order Meeting was called to order at 12:05 p.m. Introductions Approval of Prior Minutes February 2017 meeting minutes were unanimously approved as drafted. Move Bend, Erin Foote Morgan, Bend 2030 Erin distributed a flyer and provided an overview of the representatives, target partners, goals, and platform of Bend 2030. The steering committee is meeting monthly and coalition partners are meeting quarterly. Cheryl and Wendy will attend the coalition meeting on behalf of BPAC. Discussion took place throughout. Bend Open Streets 2017, Brian Potwin, Commute Options Brian provided a PowerPoint presentation including an overview of the 2016 Open Streets event and upcoming 2017 event on September 17th. The 2017 event will be located in the same area as the 2016 event. BPAC Business Safe Sidewalk Awards Cheryl led a discussion reviewing nominations. Chris moved awarding all nominees. Scott Morgan 2nd the motion. The motion was approved unanimously. 2 Committee Updates None. BPAC West County Vacancy A press release will be issued announcing the recruitment. Updates South County: Scott Morgan will not be renewing membership on BPAC in June. Scott is recommending Chad Carpenter as a replacement. Bend: The City just kicked off mapping and planning exercise to map cyclist level of stress assessment; A crosswalk safety video was just completed. Commute Options: Walking School program is expanding in collaboration with Bend La Pine School District. Redmond: The volume of development proposals is high resulting in bike/ped improvements; City Council accepted Homestead Trail grant; Safe Routes to School meeting held that was well attended and well received. ODOT: Information about the last (2016) cycle of the Federal Lands Access Program and results from the Active Transportation Needs Inventory that BPAC had provided comment on is available. David plans on providing a full update on those items at the April meeting; He also asked about interest in a one-day workshop on Federal Highway Administration’s (FHWA) new Small Towns & Rural Multimodal Networks Facility Design Guide assessment. CET: A consultant has been secured for design of the Redmond transit hub; Hardware is being tested for real time tracking of buses. Expansion of this infrastructure to other services is varied.
