HomeMy WebLinkAbout2017-09-07 - BPAC Minutes Meeting Minutes DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, September 7, 2017 - Noon to 1:30pm ODOT, 63055 N Hwy 97, Building M, Diamond and Crater Lake Conference Rooms, Bend Members Present: Cheryl Howard, Brad Tower, Greg Sveland, Ann Marland, Mark Smith, Katie Hammer, Katrina Lagenderfer, Rick Root, Wendy Holzman, Scott Ferguson Agency/Organization: Matt Martin, Deschutes County; David Amiton, ODOT; Dan Serpico, ODOT; Brian Potwin, Commute Options, Chris Blake, City of Bend; Joey Drucker, City Club of Central Oregon Call to Order Meeting was called to order at 12:00 p.m. Introductions Approval of Prior Minutes June 1, 2017, meeting minutes were unanimously approved as drafted. Commute Options Events, Brian Potwin Brian announced, distributed fliers, and provided an overview of the Bend Open Streets and Oregon Drive Less Challenge events. BPAC Officer Election Cheryl led process of officer elections. Wendy moved nominating Cheryl as chair, Chris as vice chair, and Greg as secretary. Rick seconded the motion. The motion was approved unanimously. BPAC Committee/Subcommittee Participation Cheryl led discussion on identifying committees where BPAC is represented and the BPAC member participating. Cheryl will updated the committee list and uploaded to Dropbox. BPAC Business Committee Updates:  Goals Subcommittee: Cheryl introduced forthcoming update of BPAC goals and distributed current list of goals. Subcommittee was formed and will meet later in the year. 2  Bend MPO TAC: Met with ODOT parkway group. ODOT parkway project is two phase, first evaluating existing facilities and conditions followed by planning for future improvements. Messaging: No parking in bike lanes/Watch for Kids; How to Navigate Roundabouts; Updates Sunriver: Roundabout at Abbott Drive/Beaver Drive intersection will go to the voters for funding. The preliminary design includes multi-modal pathway integration. Bend: South 3rd Street sidewalk project is complete. Robin Lewis will be invited to a future meeting to provide project updates; Yellow curb project planned near OSU Cascades campus; New street sweeper to be purchased; Traffic engineer has been added to city staff; Street painting currently underway; Rick mentioned parking encroachment into bike lane along Riverside. City Staff noted they are working with law enforcement on this issue. Deschutes County: Chip Seal completed with smaller material for bike lanes/shoulder along Skyline Ranch Road, Metolius Drive, OB Riley Road, Spring River Road, and a segment of Camp Polk Road. Projects also included restriping reducing the vehicle travel lanes to 11 feet providing more paved shoulder for bicycle use. Sisters: The City is working with the Forest Service on Sisters to Black Butte Ranch trail. Federal budget reductions may impact the project; Wild fires have destroyed many trails but trail restoration is planned; Peterson Ridge scenic bikeway was in development but suspended due to fire; Multi-use path considered for east side of Highway 20 in town; Multi-family development is planned and multi-modal improvements are being discussed. ODOT: Working on resurfacing project in vicinity of Tumalo with expanded shoulders; Section of scenic bikeway between Innis Market Road and Tweed Road will have bike symbols added; Undercrossing west of Bend on Century Drive construction planned but delayed due to fires; Training for road design guidelines was held and well received; New development on north end of Bend to include multi-modal path. Commute Options: October 4th is International Walk/Bike School Day; School bike safety programs are planned. Open Floor Tri-County Summit planning is underway and planned to be held in Prineville in October. Adjournment at 12:49pm Next Meeting: October 5, 2017 12:00 pm to 2:00 pm Location TBD, La Pine
