The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Cheryl Howard, Mark Smith, Katrina Lagenderfer, Rick Root, Wendy Holzman, Dave Thompson, Chris Cassard Agency/Organization: Matt Martin, Deschutes County; Zechariah Heck, Deschutes County; David Amiton, ODOT; Chris Cheng, ODOT; Chris Blake, City of Bend; Janet Hruby, City of Bend; Cory Misley, City of La Pine; PJ Beaty, Sunriver Police Department; Derek Hofbauer, Cascades East Transit Call to Order Meeting was called to order at 12:00 p.m. Introductions Approval of Prior Minutes The minutes from the September 7, 2017, were approved unanimously as drafted. SR Bike Cop Program Officer Beaty provided overview of the program services, training, and technology used. Eight seasonal, nonsworn officers are hired and supported by additional volunteers. He noted that he personally was a participant in the program at the beginning of his career as have many other officers in the department. Discussion followed. Sunriver Mobile App Jason Schneider, Sunriver IT Specialist, provided an overview of the app detailing usage data, various functions, and user interface. Sunriver Pathway: Rebuild Program and New Circle Mark Smith provided an overview of the reconstruction project. The construction included a woven fiberglass to maintain the integrity and longevity of the surface limiting thermal cracking. Future improvements planned include replacement of the tunnels to address drainage. 2 Mark also discussed the planned roundabout improvement at intersection Abbott Drive and Beaver Drive. Funding request will go to the property owners for a vote in August 2018 and, if passed, construction will follow in the fall 2018 and winter 2019. Discussion follo wed. Bend to Lava Butte System David Amiton provided an update on the path project, overall regional trail system concept, and assessment criteria. Projects are supported by Federal Lands Access Program (FLAP) award. La Pine, City Manager Cory Misley Cory Misley provided comments related to transportation planning and improvements including planned development code updates and incentive programs to address multimodal transportation improvements. The city is pursuing participating in the Sustainable Cities program at Oregon State University for analysis of bicycle infrastructure opportunities. The City is also working with ODOT to develop a transit/city center at 4th Street and Highway 97. Discussion followed. BPAC Business Committee Updates: Bend MPO: OSU bike share program staff presented. A presentation to BPAC is under consideration; Transportation System Plan update underway that will include participation by an advisory committee. Tri County Summit reschedule for Spring 2018/Prineville due to schedule demand associated with Drive Less week and Open Streets activities in the fall. More details to come. Messaging: Irrigation System Calibration Updates La Pine: The city is recruiting a Community Development Director. ODOT: Oregon Trails Summit in Bend on October 27th to kick of a statewide trails planning effort; Crooked River Scenic Highway designation is moving forward and had broad support at the hearing; Hiring a Safe Routes to School Coordinator focused on safety and education; Recruiting a statewide Safe Routes to School Coordinator focusing on infrastructure. COIC: Summer Ride Bend shuttle program has concluded. There was an average of 100 riders a day; RFQ released for consultant to assist with securing FLAP funding: ODOT received a TDM grant to update regional transit plan; Redmond transit hub development near Lowe’s is moving forward with ribbon cutting planned.
