HomeMy WebLinkAbout2018-06-07 - BPAC Minutes MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, June 7, 2018 - Noon to 1:30 pm ODOT, 63055 N Hwy 97, Building M, Diamond and Crater Lake Conference Rooms, Bend Audio recording of this meeting is archived for review and/or transcription. The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Cheryl Howard, Dave Thomson, Katie Hammer, Katrina Lagenderfer, Wendy Holzman, Ann Marland, Rick Root, Michele DeSilva. Agency/Organization: Zechariah Heck (Deschutes County – CDD), Chris Cheng (ODOT – Transportation Safety), David Amiton (ODOT). Call to Order Meeting was called to order at 12:00 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Approval of Prior Minutes The May 3, 2018, were approved unanimously. BPAC Business BPAC Open Positions  Dave announced that Scott Ferguson has resigned from his position. Thus, there will be five positions open.  The interview subcommittee was composed of Wendy Holzman, Dave Thomson, Chris Cassard and Zechariah Heck.  The subcommittee recommended three candidates to the committee.  Dave provided an overview of the process and asked the group to vote for their selection on a meeting ballot.  Morgan Crowell, Sam Handelman and David Roth were selected by the commit tee to fill the open positions.  The Board of County Commissioners will review the committee’s recommendations and make a determination on how to fill the positions. Page 2 Big Chainring Awards  Zechariah provided an overview of the process and explained which categories the committee received nominations for.  The committee voted on each nomination category.  Selected businesses/individuals will be notified shortly and asked to attend the June 25 meeting when BPAC provides an annual report with the Board of County Commissioners.  Dave will contact the awardees and Zechariah will initiate a press release.  Ann will follow up with Kevin to see if he can create a special memorial award. Proposed August BPAC “Visioning” Meeting  Dave announced the idea to hold a visioning meeting to help the committee decide on how to move forward. There are many senior committee members that are leaving the group. New members will need to take leadership roles. The idea of the visioning meeting would be to identify new roles for members and an overall direction for the committee.  Chris Cheng asked if there is an exit interview process. Cheryl explained there is not.  Dave will send out a doodle poll to identify a time that will work for the most amount of people. Tri-County Summit Review  Dave asked the group for feedback on the Summit. There were several comments and important topics were discussed.  David Amiton mentioned that the Summit is important for BPAC, but it has a significant impact on the other communities. For example, the community of Prineville. It can provide a boost of enthusiasm for these communities to promote bicycle and pedestrian connections and infrastructure.  Cheryl posed the question of where next year’s summit should be held. The group had a discussion about potential cities; Bend emerged as a likely place because no summit has been held in Bend. Committee Updates Vision Zero Subcommittee  Dave provided an update on the process of the Vision Zero subcommittee. The subcommittee had previously created a letter that was addressed to the County Commissioners.  Dave met with Chris Doty with the Road Department and discussed concerns.  The subcommittee has decided and recommended to BPAC that the Vision Zero policy letter should be withheld. Efforts should instead focus on establishing and maintaining an active role in the County’s Transportation Safety Action Plan (TSAP).  Wendy stated her support for withholding the Vision Zero letter at this time. She explained the importance of maintaining relationships. General Updates ODOT  Construction started in La Pine for a streetscaping project. Page 3  US 97 Bend – Redmond corridor: open house and community discussions have kicked off. There is not a significant bike-ped component.  US 97 South Redmond corridor: initial concept plan has been released that has a multi- way paths, significant bike-ped components, access point consolidations.  There is an open house June 13 for the Terrebonne refinement plan, which focuses on the intersection of Lower Bridge W ay with US 97.  Central Oregon Coalition for Access – ODOT will attend an event to discuss an accessibility agreement.  La Pine’s Sustainable City Year Program has come to an end and a celebration event will be held in Eugene.  Bend Park and Recreation District Comprehensive Plan has been released. Sisters  Ann provided copies of the Nugget which has an article titled, “Open the Gate”. The article speaks to the McKenzie Pass being closed for cars.  Ann also provided new state scenic bikeway maps and a Sisters Trails system brochure. Bend  The Bend MPO is providing on opportunity for comment on the Transportation Safety Plan. Open Floor No items were brought up from the general public.
