Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, March 7, 2019 – 12:00 pm to 1:30 pm ODOT, 63055 N Hwy 97, Building M, Diamond and Crater Lake Conference Rooms, Bend Members Present: Dave Thomson, David Roth, Wendy Holzman, Rick Root, Scott Morgan, Christopher Cassard, Ann Marland, Sam Handleman, Morgan Crowell, Katrina Lagenderfer. Agency/Organization: Zechariah Heck (Deschutes County – CDD), Scott Elliot (City of Bend Police), David Amiton (ODOT), Kim Curley (Commute Options). Call to Order Meeting was called to order at 12:05 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Approval of Prior Minutes The February 7, 2019, minutes were approved. Tri-County Summit Planning – Dave Thomson, BPAC Tri-County summit scheduled for Wednesday, May 22, in Bend. Dave called for volunteers to help organize the conference and to reach out to speakers. Sam, Chris, Ann, and Wendy volunteered to help. Safe Sidewalk and Big Chainring Awards schedule The committee directed Zechariah to release a call for nominations within two weeks and to list a deadline of April 15. Request for Big Chainring nominations are to be sent out in April in order to facilitate evaluation by the group in May. BPAC Goals and Objectives – Sam Handleman, BPAC Sam and Dave provided an overview of the proposed objectives for BPAC during the 2019 calendar year. Sam went over each goal highlighted in the BPAC adopting ordinance and provided examples of how BPAC could create objectives that are achievable for each goal. The objectives are meant to be on a timeline that is measurable and achievable. Sam asked the group to find goals that are of value to them and that they are willing to spend time working on. Chris asked the group to engage Page 2 in the process and help determine which goals and objectives they are individually interested in pursuing. Wendy encouraged the group to consider how goals can reach pedestrian-oriented groups. In April, there will be a vote to determine which objectives to focus on. Committee Updates COACT Kim Curley shared that there will be a Safe Routes to School Program meeting before the COACT meeting on the 14th. There were no other updates since February meeting. Bend MPO TAC – Rick & Deschutes County TSAP - Dave County and City are working on Transportation Safety Action Plans and the city is working on an update to the Transportation System Plan. The city and ODOT are working on a parkway study as well. Rick provided an overview of the data collected so far in the TSAP project. There is no implementation money associated with TSAP. Region/Stakeholder Updates South County Sunriver received approval to connect through federal land to the Phil’s Trail system. The beginning point will be at Cardinal Bridge, which has no on-site parking. COTA may be establishing a South County chapter. Sisters Multi-purpose paths are to be constructed when the weather clears. ODOT David mentioned ODOT the US 20 to Empire and Greenwood project is ongoing and the design is supportive of bike-pedestrian usage. ODOT has created a project list for the 2020 and 2021 STIP funding; there are some bike-pedestrian specific projects. Wickiup Junction refinement plan is developing. Commute Options May is walk and roll month. Commute Options will be providing incentives for schools and work sites. The Deschutes County STIF committee did not select any bike/ped/transit members; Kim encouraged members to attend under public comment.
