MINUTES OF MEETING
Tuesday, April 2, 2019
A meeting of the Local Public Safety Coordinating Council was held at 3:30 p.m. on Tuesday,
April 2, 2019 in the Allen Conference Room of the Deschutes Service Building.

Also present were Trevor Stephens, Deschutes County Adult Parole and Probation; Holly Harris,
Deschutes County Health Services; Kathleen Meehan Coop, District Attorney's Office; Roger
Olson, NAMI Central Oregon; Laura Skundrick, Administrative Assistant. No representatives of
the media were present.
1. CALL TO ORDER & INTRODUCTIONS: Chair Wells Ashby called the meeting to order at
3:32pm at which time introductions were made.
2. APPROVE PSCC MEETING MINUTES: Motion made and supported for approval of February
5, 2019 meeting minutes. Motion Carried.

3. PUBLIC COMMENT: None
4. CITIZEN APPOINTEES: Ken Hales reminded the committee that there were two committee
vacancies that were advertised on the Deschutes County website which has now closed.
Nine candidates submitted applications which are currently being compiled and will be
presented to the Board of Commissioners likely next week.
GOLDILOCKS DRUG DIVERSION PROGRAM: District Attorney Hummel presented the
attached powerpoint presentation, explaining the purpose of the Goldilocks program, and
the collaboration involved when designing the program. An additional handout was passed
out, "Goldilocks Deter Criteria", attached. In the future, an evaluator will assess the
program and that report will be brought to the committee to be shared. The goal is to
continue assessing recidivism rates and keep working as a community until finding
something that works.
Commissioner DeBone asked what types of drugs were being seen, and DA Hummel
explained it includes illegal possession of legal drugs or prescription medication, as well at
methamphetamines, heroin, etc. The primary care physician they see within the program
would determine whether medication -assisted -treatment is the best care for the patient.
Dr. Conway inquired about homeless participants and whether Goldilocks assists with
housing, and DA Hummel replied no, but if the program is successful and in the future in
made sense to provide those wrap-around services, it would be proposed. Ms. Meehan
Coop mentioned that they provide a list of available resources to the client. Sheriff Nelson
provided his full support for Goldilocks, which has already shown positive benefits by
keeping people out of jail. He hopes that this program continues. Chair Ashby added that
after seeing many cases from different perspectives, and trying different methods of
deterrent, the thinking needs to evolve in handling these cases, and programs like this could
not be successful without the buy in of law enforcement, which allows for that connectivity.
6. JRI VICTIM SERVICE GRANT APPLICATION: Trevor Stephens updated the committee that
the JRI Victim Service Grant closed yesterday and three applications were received. These
will be reviewed and another update will be provided at the next PSCC meeting.
7. OTHER BUSINESS:
• Shelly Smith stated that April is National Child Abuse Prevention month and she
brought posters, blue ribbons and newsletters to distribute. She added they
currently have an incredible prevention team and now have a new internet safety
training available that helps adults understand how to keep kids safe with online
presence. The Healing Hearts lunch event happened today and had a great turnout,
great speakers and a lot of support.

• Chair Ashby reviewed the support letter for HB 2339 regarding matching grants to
registered sobering facilities. He overviewed the legislative session, the events and
testimony that have taken place, and he appreciates the support.
• Chair Ashby also noted that he's received a scholarship for an out-of-state DUI
training, which he will attend and have more sophisticated questions now after
having the experience he does.
ADJOURNMENT: There being no further discussion, the meeting was adjourned at 4:25 p.m.
