Also present were Deevy Holcomb, Juvenile Justice; Holly Harris, Health Services; Lisa Nichols and Judge Crutchley, Circuit Court, Donna Mills, Central Oregon Health Council, Laura Skundrick, Administrative Assistant. 1. CALL TO ORDER & INTRODUCTIONS: Judge Wells Ashby called the meeting to order at 3:32pm at which time introductions were made. 2. APPROVE PSCC MEETING MINUTES: Motion made and supported for approval of May 7, 2019 meeting minutes. Motion Carried. PUBLIC COMMENT: None. 4. BIENNIAL JUVENILE CRIME PREVENTION PLAN: Deevy Holcomb summarized attachment 2, the 2019-2021 Juvenile Crime Prevention Plan, as was requested during last month's meeting. Ms. Holcomb also explained two new initiatives regarding process and program developments, the first being the validation of data collected during the brief screenings done to evaluate low risk, low level offenders; the second is to identify middle schools to work with for restorative justice pilot program which is in preliminary planning now. Ms. Holcomb also overviewed several targets for the biennium, including an increase in functional family therapy participants and a 6 month referral rate of 12% or less. Mr. Hales added that the department receives letters of gratitude from families describing how helpful the therapy has been for the youth and family. Mr. Hales moves to approve the Juvenile Crime Prevention Plan, and Sheriff Nelson seconds. Motion carried. 5. FAMILY DRUG COURT SUPPORT LETTER: Lisa Nichols and Judge Crutchley of Deschutes County Circuit Court presented a powerpoint and provided an overview of Family Drug Court (FDC). Judge Crutchley stated the FDC is the most rewarding program he takes part in as a judge, because it is hands-on work with individuals who change their lives and become productive citizens. County Administrator Anderson inquired about tracking longer term, compounding outcomes of the children who become involved in the program. Ms. Nichols replied there have been multisite studies done in Oregon and she is currently working to create that tool for Deschutes County, within the next year or so. Judge Crutchley added that previous studies done regarding average child experiences proves the importance of addressing issues like drug use and domestic violence as early as possible to minimize the impact of those adverse experiences. Dr. Conway inquired about participants' disclosure of information, to remain honest without fear of repercussion. Judge Crutchley stated that one of the team members in the program is from the District Attorney's Office, with the understanding that nothing they say in that session can be used against them for criminal prosecution; Mr. Brenneman added that the court participant is represented by counsel throughout the process; and Ms. Nichols added there are certain mandatory reporting requirements that the participant is made aware of at the beginning of their treatment. Judge Ashby noted that the court takes the responsibility of this program seriously and respects the partnership with Deschutes County to do so. He has the upmost confidence in Ms. Nichols, Ms. Rosen and Judge Crutchley to uphold fidelity to best practices for the program. Sheriff Nelson stated his absolute support of Family Drug Court, because he has witnessed how well it works. Motion carries. 6. OTHER BUSINESS: • Tom Anderson noted that Sara Crosswhite was the interim 9-1-1 Director and has now been selected as the permanent director. • Dr. Conway stated that progression has been made regarding the public safety campus improvements. • Judge Ashby noted that Judge Adler has announced his retirement and there will be an application process to make recommendations to the Governor.
