A meeting of the Local Public Safety Coordinating Council was held at 3:30 p.m. Tuesday, August 6,
2019 in the Allen Conference Room of the Deschutes Service Building.

1. CALL TO ORDER & INTRODUCTIONS: Judge Wells Ashby called the meeting to order at 3:33pm
at which time introductions were made.
2. APPROVE PSCC MEETING MINUTES: Motion made and supported for approval of June 4, 2019
meeting minutes. Motion Carried.
3. PUBLIC COMMENT: None.
4. QUARTERLY JUSTICE REINVESTMENT INITIATIVE REPORT: Trevor Stephens explained metrics
are tracked closely and are reported every six months. He summarized Attachment 2 by line,
and noted they are still waiting for recidivism data, which is released at the end of the year.
Prison utilization is watched closely. Chair Judge Ashby inquired about the benchmark for the
prison baseline, and Mr. Stephens stated it is a 3 year rolling benchmark. Chair Judge Ashby
asked whether the perspective from probation, through your contact with the offenders and
from the community safety standpoint, are the correct individuals are being identified for this
program by the DA's Office and Court System. Mr. Wark replied that they do work to be
calculated on the risk of the individual and their success in the program. For the STTL,
Deschutes County is an anomaly in the state for prison utilization. The correct people are pulled
out, and their plan is scrutinized heavily to make sure it's good. Mr. Wark added that these
individuals are contacted weekly, by Adult Parole & Probation and the other providers they
work with, so they receive a lot of interaction in this program. District Attorney John Hummel
stated his office tries to find the right balance of who to send where, so recidivism is very
important to track. Dr. Conway moved to approve, Jeff Hall seconds. Motion carried.
Commissioner DeBone inquired what the largest takeaway is from the report, and Mr. Stephens
replied the focus is on decreased bed utilization. Sheriff Nelson added that utilization has

decreased appropriately, not just for the sake of keeping people out of prison. The program has
worked the way it was intended and is the right balance.
Mr. Stephens added that his office, alongside the Sheriff's Office and DA's Office, are working
on a new application for joint funds. DA Hummel added they are presenting that to BOCC on
August 19.
PUBLIC SAFETY CAMPUS MASTER PLAN: Lee Randall presented a powerpoint outlining the
master plan, various options for future planning, and status of current projects. He noted the
plans have been dynamic as growth continues and needs arise, but they should receive the final
schematics drawing soon.
Regarding the remodel of the current Programs Building for the Stabilization Center, Facilities
expects to issue an RFP for construction in the next few weeks, with that project beginning in
the fall. Ms. Harris explained the layout of the Stabilization Center. County Administrator Tom
Anderson noted there will be a temporary quarters prepared during the remodel. Mr. Randall
explained he is currently working on those plans and will return in the future will an update.
6. OTHER BUSINESS:
• Commissioner DeBone attended the Stepping Up Summit, which provided a view of the
big picture, and Public Safety Coordinating Councils were mentioned many times, due
to the collaboration and communication in this group. The Commissioners had
previously signed the Stepping Up resolution.
• Commissioner Adair thanked Sheriff Nelson for his work on the speeding that takes
place on local highways.
• Chair Judge Ashby stated the courts are working to identify a replacement for Judge
Adler, and have a great applicant pool. He hopes they will have someone in place in
October. The new judge will attend domestic violence training at a seminar in Austin,
Texas in December. The department believes this is foundational training for a judge to
have.
• Chair Judge Ashby added he is thankful for the action of law enforcement throughout
the recent threat incident at the courthouse. He stated he wishes the community could
witness how well the teams work together, because it is impressive to see.
