I. CALL TO ORDER / REVIEW OF PAST MEETING MINUTES Chair Chris Horting-Jones called the meeting to order at 5:30 p.m. Historic Landmark Commissioners present were Chris Horting-Jones, Rachel Stemach*, Bill Olsen*, Dennis Schmidling*, Sharon Leighty* and Kelly Madden*. Staff present were Nick Lelack, CDD Director, Peter Gutowsky*, Planning Manager, Zechariah Heck, Associate Planner, and Ashley Williams, Administrative Assistant. * Participated via online Zoom. The February 3, 2020 meeting minutes were approved as drafted. II. ELECTION OF OFFICERS (CHAIR & VICE-CHAIR) Chair Horting-Jones called for nominations for Chair and Vice-Chair of the HLC. There was consideration of Commissioner Stemach as Chair. However, Commissioner Stemach shared concerns about time commitment. There was a motion to select Commissioner Madden as Chair and Commissioner Leighty as Vice-Chair. This motion passed unanimously. III. PUBLIC COMMENTS There were no public comments. IV. HISTORIC PRESERVATION MONTH Zechariah shared the current historic preservation month plans: highlight the County’s story map and online resources; promote the Cruisin’ 97 – guided historic landmark tour, which was produced by the Deschutes Historical Society/Museum; share information on the National Trust for Historic Preservation activities throughout the month. There was general discussion on the impact of COVID-19 on historic preservation month. Page 2 of 2 V. HISTORIC RESERVATION AMENDMENTS / WORK SESSION Zechariah presented a PowerPoint presentation to the HLC that covered the background and summary of the proposed amendments to Deschutes County Code (DCC) and the Comprehensive Plan. He explained the amendments are in line with the 2017 Department of Land Conservation and Development updates to the Oregon Administrative Rules and the State Historic Preservation Office 2019 Model Ordinance. There were several questions from the commissioners regarding what was expected of them and if any of the amendments were discretionary. Zechariah explained the HLC is being asked to provide suggestions and, ultimately, make a recommendation to the Board of County Commissioners. There are few discretionary amendments proposed: 1) deletion of secretary position as a HLC officer; 2) definition of owner as it pertains to National Register Resources;1 3) and formatting (e.g., creation of an additional section for condemnation of a historic landmark). VI. PLANNING DIVISION WORK PLAN FOR FY 2020-21 / WORK SESSION Nick Lelack provided an overview of the Planning Division’s current work plan. Commissioners expressed support for staff and gave their approval of the document / recommendation for adoption to the Board of County Commissioners. VII. HLC / STAFF COMMENTS There were no additional comments from staff or the HLC. VIII. ADJOURNMENT There being no additional agenda items, the Chair Madden adjourned the meeting at approximately 7:10 p.m. 1 It was later determined the amended definition of “owner” is provided in OAR and, thus, not discretionary.
