HomeMy WebLinkAbout03-2020 MAR 28 2018 MINUTES Deschutes County Health Services Public Health Advisory Board MINUTES MINUTES March 28, 2018 12:00 – 1:30pm Stan Owen, DCHS Building 2577 NE Courtney Drive, Bend Facilitator Kate Wells, Chair Staff Coordinator Tom Kuhn, Community Health Manager Scribe Lisa Michael Next Meeting April 25, 2018 - Health Services – Stan Owen Conference Room Topic and Lead Introductions & Approval of February Meeting Minutes The Board went around the room and introduced themselves to guests. Jim motioned to approve the minutes as submitted. David seconded the motion and the minutes were unanimously approved. Brief Announcements & Unfinished Business Tom gave an update on the legislative session; specifically HB 4110, which allows OLCC to issue temporary special event licenses to qualified marijuana processors, producers, retailers and wholesalers. The bill ended up failing, but will most likely be reintroduced sometime in 2019. Kate, Keith and Tom drafted a calendar of topics up for discussion for the year with the PHAB retreat to take place in October. This way we can stay on task and be more organized. Tom would like to schedule our offsite meeting for either May or June. Since OR-EPI is scheduled th for April 24-26, Tom asked if we needed to change the next meeting date. He will survey the th group via email. Boost Oregon will be giving a presentation on April 26 at the OR-EPI conference. Kate, Keith and Tom will be interviewing two potential PHAB members in the coming months: Peter Boehm and Jan Bowers. Priority Work Group updates: Pamela Charla, Sharity and Tami all met to discuss promoting health for women, pregnant women and children. Birth control and school based health centers in La Pine were the topics of their focus, which Charla will assume responsibility for in collaborating with the youth advisory council and some parents. She mentioned that there has been an increase in pregnancies and sex related diseases in La Pine. Is there a way to get the BOCC involved in this project and can PHAB draft a letter in support or do we need to go through Dr. Conway and attend a BOCC work session? Pamela noted some concern that the Spot clinic is no longer fiscally sustainable and may close its doors. Her team will work to put a package together for further presentation. “To promote and protect the health and safety of our community.” Updated 8/4/20 Dr. Ross, Jill Johnson, Dave and Tom got together and discussed the immunization paper and made a few minor changes. They are planning on an educational presentation to the BOCC to get their input on the paper and also contact legislators before the next session for their support. Since the Health Heroes will receive their awards at a BOCC work session can we introduce our strategic plan and discuss our topics with them at the same time? Keith, Heather and Morgan Feld met to talk about how to educate the public on the importance of prescribed burns. Their idea is to provide a “one-stop” information spot pertaining to health and prescribed burns and when and where they will be scheduled. They have been meeting once a month and their next meeting is scheduled for tomorrow (3/29). A sub-committee has st been formed to develop a marketing campaign that will go live May 1 as an introduction to fire season, while another sub-committee will work directly on content development on the website. Allison Green from Project Wildfire is spearheading the project. Keith will keep PHAB posted on the roll out. Kate, Keith and Rebeckah spoke about their priority topic, climate change. Their plan is to try and focus on the things we can do that will impact change and come up with the best plan to present to the BOCC. Youth Marijuana Prevention Strategies Whitney Schumacher and Nick Stevenson, both DCHS Community Health Educators, gave a Powerpoint presentation on marijuana prevention strategies. They are part of the team supervised by Jessica Jacks that works on projects related to substance abuse, tobacco, SBHCs, diabetes, gambling, suicide and the living well program. Whitney is the resident data expert and has been collecting statistics on health indicators and prevention points. She noted that the current mindset is as availability increases, perception of harm decreases followed by a likely increase in use. Youth have reported the reasons for using which range anywhere from stress relief to help with ailments, depression and sleep. Whitney presented the data she complied through the use of graphs indicating that there has been a steady decline in use by th 11 grade students from 31.5% in 2012 to 16.7% in 2016. However, Oregon is #5 in the nation for reporting the most use over a 30 day period, while Alabama reported the best rates for the lowest use. Between 40 to 60% of students remember having some kind of class on substance abuse, but many aren’t have a discussion with their parents about it. Our approach in tackling this issue is to implement one comprehensive plan: Promotion, prevention, treatment and recovery with a set of 7 strategies: information, support, education, incentives, access/barriers, physical design and policy and enforcement. The Shared Future Coalition, of which David Huntley and Chuck Frazier are both part of, seeks to reduce substance abuse by empowering youth in making a safe, healthy and legal choices through education, collaboration and policy. Whitney said the “Start the Conversation” campaign is underway educating parents in talking to their kids. Numbers have shown some great success reaching the general population through social and other media means. Connect Workshop is offering free 90 minute classes to give parents the skills to navigate the conversation with their kids about drug use. So far 4 classes have taken place since the first of the year with 51 parents in attendance. Three more classes are scheduled before the end of the school year. Over 80% of these parents have talked to their kids and would recommend taking the class. How can PHAB help with this project? Spread the word about the program, consider getting involved with SFC and using them as a resource. “To promote and protect the health and safety of our community.” Updated 8/4/20 Health Heroes Selection Tom led the nomination discussion for this years’ candidates. So far five individuals and three organizations have been nominated. The Board was asked to vote offline for one each and submit their nominations to Tom. The Board also discussed eliminating the Shared Future Coalition as they were nominated by DCHS staff, thereby creating a conflict of interest. DCHS nurse Laurie Hubbard was also nominated, however by someone outside the agency. Charla motioned to remove the SFC from the list, while Rob seconded the motion. The Board’s vote was unanimously approved. Tom will send out a survey monkey within a week for votes.
