Introductions & Approval of May & June Meeting Minutes
Introductions were made and Keith asked the Board to review the minutes for both May and
June. Jim motioned to approve the minutes for May, which was seconded by Steve, while
Sharity motioned to approve the June minutes, which was seconded by Rebeckah. The Board
unanimously approved both sets of minutes as submitted.
Brief Announcements & Unfinished Business
Tom mentioned a blood pressure lunch and learn event coming up as part of the RHIP.

There was mention of the summer fire season, which officially ends on October 15. More
controlled burns were conducted this year and a wetter than usual Spring helped significantly
reduce fires and poor air quality.
Rebeckah noted that the 2019 RHA has been released. She brought in 10 copies for the
Board’s review. She also thanked everyone for their revisions and mentioned there is a digital
copy available on-line on the COHC website. The link to the RHA is located at the bottom of
the home page. Please contact Rebeckah with any questions.
Member Nominations/Reappointments:
Tom announced that Dr. Jason Jundt is our newest member and was officially appointed on

July 29. Tom and Jason met with Commissioner Adair as part of the interview process, which
Tom pointed out will be the new norm for new members.
Reappointment letters are on the way for Sharity, Rob and Rebeckah.

October 22 PHAB Retreat and September meeting:

Tom announced that the yearly retreat will be held at the Road Department conference room

again, but on Tuesday, October 22instead, so Stacey Witte and the BOCC can attend. Tom

also mentioned that the September meeting date is scheduled for the 25, but may change to
th
the 26 in order to invite the BOCC. Tom will keep everyone posted on any changes.
Opportunity for Partnership

Hillary gave a short presentation and spoke about the October 22 meeting to discuss 2020
priorities. She is still waiting to hear back from Commissioner Henderson to see if he can
attend the September meeting. Since Hillary is unable to stay for the Executive Session, she
wanted to “set the table” for the discussion among Board members by adding a couple of
comments about her hopes and expectations for how PHAB can engage and work with the
BOCC. The role of PHAB is to serve as a liaison and advisory board to the BOCC when and
where appropriate and able. Hillary’s hope is to engage the BOCC in a meaningful
conversation with PHAB before the October retreat to explore how expectations can align with
priorities. The goal is to set PHAB up for success and want more engagement and meaningful
interactions with the BOCC and have the BOCC support and “buy into” PHAB’s priorities and
goals. To help guide the conversation, there will be a short presentation on the RHA data (we
should be thoughtful in how we present this data). After hearing the RHA summary report, the
BOCC should be allowed to speak about their interest and priorities before the PHAB set theirs
for the year. The BOCC has stated they want PHAB’s priorities and goals to align with PH. We
need to identify any other guidelines and expectations that the BOCC might have and what
“aligning with PH” means to them.
Mind Your Mind Campaign update
Jessica gave a Powerpoint presentation on the Mind Your Mind Campaign, which is a mental
health promotion and awareness campaign designed to provide support, resources and
awareness and reduce stigma and shame when it comes to mental health care. It is also
intended to normalize conversations between patients and providers. Interviews and surveys
were conducted tri-county wide through a market research resulting in 900 responses. A
contractor was retained to assist with message development and manage all social media sites.
The key messages are all of us at one point or another have mental health challenges, minding
our minds builds resilience to manage life’s ups and downs, mental and physical health go hand
in hand so mind = body and body = mind. Jessica, who is part of the COHC RHA and
Behavioral Health Identification and Awareness Workgroup, discussed the group’s initiatives
and goals. Their initiatives are the AIC (Advanced Integrative Care) and the MYMCO (Mind
Your Mind Central Oregon). The group’s goals include identifying and engaging 100% of
individuals in Central Oregon that have a behavioral health need and ensure an effective and
timely response through the AIC. They are also working to normalize the public’s perception of
accessing resources for depression, anxiety, suicidal ideation and substance use. Jessica said
the campaign is funded by a unique grant that comes from the state and is being shared with
Crook County and Best Care Treatment Center. As part of campaign awareness, posters,
brochures, buttons, stickers, newspaper articles, and other materials will be available to
providers so patients can ask questions of them, or review the website and Facebook pages for
resources materials. Lane County initially developed the MYM campaign, which we
piggybacked from. The BHAB has not directly been involved in the campaign, but Jessica is
planning on presenting to them as the MYM is intended to be relevant to both PH and BH
clients. What can you do to help? Post signage, like, follow and share social media sites,

incorporate promotional materials in waiting rooms, on social media sites, newsletters, etc.,
introduce to staff, wear buttons and be prepared to speak with clients.

The Board met for a scheduled Executive Session.
