Minutes of Meeting
Tuesday, January 5, 2021
A meeting of the Public Safety Coordinating Council was held at 3:30 p.m.
on Tuesday, January 5, 2021 via Zoom Conference call.

1. CALL TO ORDER & INTRODUCTIONS:
Meeting was called to Order at 3:31pm.
2. APPROVE PSCC MEETING MINUTES:
The minutes of December 1, 2020 were approved unanimously.
3. PUBLIC COMMENT:
None.
4. STABILIZATION CENTER UPDATE
County Health Services Program Manager Holly Harris presents her
report on the 6 month anniversary data of the County Stabilization
Center. In October the center started operating 24/7. She mentions that
many health resources cut down due to the pandemic. All but one staff
member at the center has received their COVID 19 vaccine. 900
community members have used the facility to date. Bend Police Chief
Mike Krantz mentions that this center is a great asset to the community
and that there is always room for growth. Ms. Harris mentions that the
state hospital overhauled making referrals there difficult. She also
mentions that the center was used as a warming shelter at one point
until the warming shelter was open because the homeless had nowhere
to go. Melanie Kebler asks about the sustainability outlook for 24/7
operations. Ms. Harris indicates 24/7 operations fully funded until June
30, 2022, so planning needs to happen for community and other -grant
based support after that time. Members of the group thanked Ms. Harris
for all her hard work operating the center.
5. BEND COMMUNITY SURVEY AND LISTENING SESSION ON
POLICING UPDATE
Bend Police Chief Mike Krantz presents a PowerPoint on the Community
Input on Law Enforcement Policy. He mentions that there is a regular
biannual survey open right now for citizen's input on city police. Judge
Ashby encourages LPSCC members to bring forth initiatives that are
appropriate for the LPSCC to consider and support/ advance.
6. OTHER BUSINESS:
• Sheriff Shane Nelson mentions how valuable this group is and
thanks members of the group for their work in public safety
when it comes to mental health and drug addiction.
• Sheriff Nelson asks what the replacement process will be for
Bend city councilor -elect Melanie Kebler. Melanie indicates she
will be sworn in on 1/6/20 and at that time request to continue

on the council as municipal representative. Ken Hales indicates
that Melanie's citizen member role will be replaced through
appointment by the county commission, forthcoming.
Judge Ashby mentions the departure of Court Administrator Jeff
Hall. Members congratulated Jeff and wished him well. The state
is currently in the process of finding his replacement.
ADJOURNMENT: There being no further discussion, the meeting was
adjourned at 4:38 p.m.
