Minutes of Meeting
Tuesday, February 2, 2021
A meeting of the Public Safety Coordinating Council was held at 3:30 p.m.
on Tuesday, February 2, 2021 via Zoom Conference call.

1. CALL TO ORDER & INTRODUCTIONS:
Meeting was called to Order at 3:32 p.m.
2. APPROVE PSCC MEETING MINUTES:
The minutes of January 5, 2021 meeting were approved unanimously.
3. PUBLIC COMMENT:
None.
4. COMMITTEE MEMBERSHIP UPDATE
Roberto Robles new area commander state police. First Meeting.
Melanie moved to Council member on behalf of Bend City Council.
Citizen member vacancy under current recruitment.
5. JRI SEMI- ANNUAL PROGRESS REPORT
Trevor Stephens updates the group on the JRI Grant semi-annual
reports (quarters 5 and 6) and asks for report approval. Some successes
include MRT and Moving On programs which have operated virtually
with great success since March 2020. A new deputy District Attorney
started in the pretrial program. Prison numbers for the county are low.
Melanie Kebler inquired if the prison numbers have been lower. Trevor
reports no, this is lowest since beginning of JRI program.
Melanie Kebler moved submission of report. Thomas Spear seconds.
Report approved.
6. MEASURE 110 ROUNDTABLE
Deevy Holcomb moderated a roundtable discussion about Measure 110
that went into effect February 1, 2021 between John Hummel, Janice
Garceau, Tanner Wark and Jeff Hall, standing in for Lisa Nichols of the
Family Drug Court. Participants discussed their understanding of the
intended purpose of the measure, the biggest impact expected for agency
operations, and fear and hopes for impact on communities. Key
discussion points:
Intended purpose: Possession of drugs is a medical matter not criminal
matter (JH); Addiction is a condition best remedied by treatment than
correctional response (JG).
Biggest agency impacts: 80-90 (7-8%) fewer P&P clients to supervise
annually and subsequent reduction in funding (TW); Potential
duplication of services based on how legislatively directed services
("Recovery Addiction Centers") interact with existing services array (JG);

not much impact to DA's office due to Clean Slate program which
already diverts many possession arrests/ citations (JH); up to 25%
reduction in current FDC population (JHall).
Fears: Moves resources without solving the problem (JG); Legislature
will walk away from issue with only half of it being addressed
(decriminalization), leaving the issue of engaging clients in treatment
unfunded/unconsidered (JH); Message to/regarding Juveniles who this
may impact more (JHall); More drug use due to lack of accountability
that the criminal justice system can provide for those who have
addiction and criminogenic risks as well.
Hopes: Save more lives (JH); State will understand need to fully fund,
not duplicate services and well actually help people recover (JG); Right
people will be offered diversion / treatment and state will identify
baseline metrics and then keep track to know if the program is working
as intended (TW).
Other contributions from the Council include: the Measure's intended
effort to reduce race and ethnic disparities in the system (Deevy);
concerns about accountability for those cited under the law yet with
enough substances to be delivering (Deron McMaster; Mike Krantz);
Difficulty of helping addicted folks who also commit crimes without the
support of criminal penalties as a motivator. Addiction remains a
concern for quality of life and communities (Dave Tarbet, Mike Krantz).
Jeff Hall asks how this will affect the District Attorney's office clean slate
program. He will keep the program but the program will probably
decrease. Gil Levy asks how much this will impact investigations for kids
who are drug exposed. Mr. Hummel mentions that parents are on the
line and the charging process won't change. Melanie Kebler asks if there
are incentives to get people into treatment. Holly Harris explains how the
stabilization works with its population by identifying and supporting
clients to achieve something they want and need that can then assist
with treatment, such as housing etc.
