CALL TO ORDER & INTRODUCTIONS: Chair Judge Ashby called the meeting to order at 3:32 p.m. and introductions were made of committee members and of members of the audience. Minutes of PSCC Meeting Tuesday, January 7, 2020 Page 1 of 3 2. APPROVE PSCC MEETING MINUTES: The minutes of October 1, 2019 were approved unanimously. 3. PUBLIC COMMENT: None presented 4. IMPACTS Grant Presentation and Discussion: Health Services staff Holly Harris and Deputy District Attorney Brandi Shroyer presented information regarding the IMPACTS grant opportunity. IMPACTS stands for Improving People's Access to Community-based Treatments. This is a competitive grant program with $10 million available. A copy of the presentation is attached to the minutes for the record. Ms. Harris explained that according to the Council of State Governments, the application needs to be submitted by the Local Public Safety Coordinating Council. County Administrator Tom Anderson inquired on the connection between this grant and the justice reinvestment grant. The justice reinvestment grant focuses on pre-trial release officer to move people through the criminal justice process. As a part of the grant application, a letter of support will be presented at a future time for chair signature. As with all grant applications, the grant should be considered and approved through the Board of County Commissioners rather than the LPSCC. Ken Hales moved approval of supporting the grant application and letter of support to be reviewed and signed by the LPSCC Chair Judge Ashby. District Attorney John Hummel supported the motion. Motion Carried 5. OTHER BUSINESS: • Bend City Councilor Justin Livingston reported on an interceptor sewer line that will be installed in Juniper Ridge. This will impact the homeless camps and will be an unsafe construction zone. Information was distributed to the camps and their service providers. The entire acreage of Juniper Ridge is included in the construction zone. With the help of the Sheriff Department inmate crew they removed 7,600 pounds of debris and work on cleanup and wildfire breaks on the property. • Captain Shults reported on the temporary winter weather homeless shelter. The shelter is staffed and open each night. Minutes of PSCC Meeting Tuesday, January 7, 2020 Page 2 of 3 • Judge Ashby reported on the changes at the court house and an announcement of an upcoming retirement of Judge Forte. A request will be made for an additional circuit court judge.
