HomeMy WebLinkAbout02-04-20 PSCC MinutesPUBLIC SAFETY COORDINATING COUNCIL Minutes of Meeting Tuesday, February 4, 2020 A meeting of the Public Safety Coordinating Council was held at 3:30 p.m. on Tuesday, February 4, 2020 in the Allen Conference Room of the Deschutes Service Building. Council Members Present: Tony DeBone, County Commissioner Tom Anderson, County Administrator Ken Hales, Community Corrections Sara Crosswhite, 9-1-1 Operations Aaron Brenneman, Defense Attorney George Conway, Health Services Director Jeff Hall, Court Administrator Melanie Kebler, Citizen Appointee Wells Ashby, Judge John Hummel, District Attorney Erin Taylor, Citizen Member Shane Nelson, Deschutes County Sherriff Also present were Owyhee Weikel- Magden, Roger Olson, COHC Donna Mills, Sonya Littledeer- Evans, Trevor Stevens and BOCC Administrative Assistant Samantha Pepper. CALL TO ORDER & INTRODUCTIONS: Chair Judge Ashby called the meeting to order at 3:31 p.m. and introductions were made of committee members and of members of the audience. Minutes of PSCC Meeting Tuesday, February 4, 2020 Page 1 of 3 2. APPROVE PSCC MEETING MINUTES: The minutes of January 7, 2020 were approved unanimously. 3. PUBLIC COMMENT: None presented 4. Juvenile Traffic Waivers Presentation and Discussion: Juvenile Referee Owyhee Weikel-Magden and Community Justice Deputy Director Sonya Littledeer- Evans reported on changes to the standing order for juvenile traffic waivers. Now juvenile traffic crimes, except for DUII charges, will come to the juvenile dept. Sonya states that they will continue to send over 15, 16 and 17 year old DUIIs to the Circuit Court. Juvenile will now get everything else. Sonya handed out a matrix for LE to help understand which traffic/game/boating offense go to which court. Melanie Kebler asked if speeding etc. was staying in Justice Court. Sonya answered that traffic violations for juveniles 15 and over will continue to go to Justice and Municipal courts (based on where the citation occurs) and anyone under 15 stays in juvenile court. 5. Justice Reinvestment Quarterly Report Presentation and Discussion: Trevor Stephens presented the Justice Reinvestment Quarterly Report and mentioned that the Justice Reinvestment Grant was awarded and contract was finalized. He provided an overview of program implementation and program successes. He highlighted the return of Moving On gender specific programming and the launch of Moral Enhancement Therapy (MET). He mentioned that prison utilization is down for men and woman overall. He explained that victim's services agencies will receive a boost in funding due to the supplemental grant award. He explained that the pre -trail component of the program is set to launch May 1, 2020 but the work group is meeting every other week. Tom Anderson asked how Deschutes County compares to the state. Trevor states that CJC data compares by county so it is hard to say unless we compare to specific counties. However, overall Deschutes Counties seems to be doing fairly well. Sherriff Shane Nelson stated that he would really like to see the full Justice Reinvestment report just for curiosity. Minutes of PSCC Meeting Tuesday, February 4, 2020 Page 2 of 3 6. OTHER BUSINESS: • Judge Ashby mentions that Judge Forte announced his official retirement at the end of month. Mental health court will become part of Judge Ashby's court docket. Judge Ashby and several other officials met with Governor Brown a couple weeks ago about the addition of another judge in Deschutes County. • Commissioner DeBone attended a drug court graduation a couple weeks ago. • Chief Porter with Bend Police Department announces retirement. • Gil Levy is the new Director of KIDS Center and will be joining PSCC next month. • Sara Crosswhite mentions that Police Chief Brian McNaughton from the City of Redmond is retiring.
