Minutes of Meeting
Tuesday, July 7, 2020
A meeting of the Public Safety Coordinating Council was held at 3:30 p.m.
on Tuesday, July 7, 2020 via Zoom Conference call.

George Conway, Deschutes County Health Director
Also present were Richard Coe, Tanner Wark, Michael Shultz, Roger Olson, Paul
Kansky, Donna Mills, Holly Harris, Shelly Smith and BOCC Administrative
Assistant Samantha Pepper.
1. CALL TO ORDER & INTRODUCTIONS:
Ken Hales called the meeting to order at 3:35 p.m. and introductions
were made of committee members and of members of the call.

2. APPROVE PSCC MEETING MINUTES:
The minutes of May 5, 2020 were approved unanimously.
3. PUBLIC COMMENT:
Commissioner DeBone mentioned that a community member contacted
him asking for meeting information. It was unknown if they joined the
conference call.
Roger Olson gave thanks to everyone involved in the County
Stabilization Center grand opening and long going project.
4. COVID 19 Prison Release Initiatives
Ken Hales briefly mentions the legislative plan to remove inmates from
Oregon State prisons to help prevent COVID-19 from spreading. The
three categories of people were separated into groups. Group A were
people most vulnerable to illness (123 adults in custody). Group B were
adults jailed within 120 days (450 adults in custody). And Group C were
adults jailed within 180 days. The Governors first priority is group A.
5. Chief Justice General Order No. 2020-5
Jeff Hall explains mandatory protective face coverings in all Oregon
State courthouses. The Deschutes County courthouse is giving out face
masks for folks who enter the building without one.
6. Legislative Concept 72
Ken Hales briefly explains Senate Bill 1604, House Bills- 4201, 4203,
4205, 4207 and 4208. These Bills were recently passed in the house and
senate in light of the recent nationwide protesting. Mr. Hales mentions
that these do not inhibit current practices. Paul Kansky supports HB
4208 and HB 4203 saying they are great additions to Oregons law
enforcement guidelines. Dave Tarbet adds that the measures aren't
necessarily an additions but more clarifying what laws are already in
place. Melanie Kebler asks when the last time tear gas was used by an
agency in Central Oregon. Paul Kansky could not recall in a riot type
situation or the use of tear gas in any recent police situations.
7. OTHER BUSINESS:
• Justin Livingston updates the council on Bends Juniper Ridge. June
17 all residents had left the property. Throughout the eviction
process- 55 camps were identified, 200,000 pounds of debris along
with 9 vehicles. On June 22nd construction started and unauthorized
access was in place. On behalf of the city, Mr. Livingston thanks all
community partners for their support of this project and process.

Judge Ashby mentioned that the courts had their first jury trial a few
weeks ago. They quickly remodeled a courtroom to help with social
distancing. He thanked the county departments for their quick
response to this huge need. They also had meetings today for future
remodels of the courthouse. He adds that future trials could possibly
happen at the fairground to allow for social distancing.
ADJOURNMENT: There being no further discussion, the meeting was
adjourned at 4:01 p.m.
