THIS MEETING WAS CONDUCTED BY TELEPHONE AND ELECTRONICALLY. FOR FURTHER DETAILS PLEASE READ THE MEETING FORMAT NOTES BELOW. I. Meeting Format 1. The Historic Landmarks Commission conducted this meeting electronically and by phone. Governor Kate Brown issued Executive Order 20-16 this week, directing state and local governments to take necessary measures to facilitate public participation in decision-making, helping ensure the continued operation of local government and the delivery of essential services during the COVID-19 outbreak. The order allows Deschutes County to hold a public meeting solely by the telephone and/or electronic means. 2. Members of the public may listen, view and/or participate in this meeting using Zoom. Using Zoom is free of charge. The meeting was located online using this link: https://zoom.us/j/97303020329?pwd=NHFXOVpTY29zSGU1dlp5ZWUwa3hFZz09. 3. Members of the public can access the meeting via telephone by dialing 1-312-626-4799. When prompted members enter the following: Webinar ID:973-0302-0329 and Password: 664213 4. Written Comments can also be provided for the public comment section to planning@deschutes.org by 4:00 p.m. on (meeting date). They will be read into the record verbatim. II. Call to Order The meeting was called to order at 5:30 p.m. by Chair Kelly Madden. Historical Landmarks Commissioners present via Zoom: Kelly Madden, Vice – Chair Sharon Leighty, Rachel Stemach, Christine Horting – Jones and Dan Ellingson. Commissioner Dennis Schmidling was absent. Staff present: Nick Lelack – Community Development Director, Peter Gutowsky – Planning Manager, and Tanya Saltzman - Senior Long Range Planner. 11/9/2020 Historical Landmarks Commission Minutes Page 2 of 4 III. Introduction of New Historic Landmarks Commissioner: Dan Ellingson Chair Madden and Peter Gutowsky introduced and welcomed Commissioner Ellingson who represents the Deschutes Pioneer Association, to the Historical Landmarks Commission (HLC). Commissioner Ellingson went on to explain his experience in Historical Landmarks and his background in Deschutes County. IV. Approval of June 15, 2020 Minutes Chair Madden requested a motion to approve the minutes from June 15, 2020. Commissioner Leighty moved to approve the minutes. Commissioner Stemach seconded the motion. Chair Madden called for a roll call vote. Commissioner Leighty approved. Commissioner Ellingson approved. Commissioner Stemach approved. V. Public Comments No public comments. VI. Introduction of Staff Liaison - Tanya Saltzman, Senior Planner Peter introduced Tanya Saltzman, Senior Long Range Planner, to the Commission and explained that she will be replacing Zechariah Heck as the staff liaison for these HLC meetings. Tonya Saltzman explained her work history and experience in Historical Landmarks. VII. Certified Local Government Grant Application / Discussion Peter explained six potential projects that HLC could consider to determine how they will move forward in their preparation for the 2020-2021 Certified Local Government Grant application. One of the projects included the development of a Historical Landmarks Commission Policy and Procedures Manual which would benefit both existing and new members of the Commission. Another project would evaluate the Sisters Reconnaissance Level survey which would include collaboration with the staff of the City of Sisters. The Commission, Peter and Nick Lelack, Community Development Director, discussed the best strategies to target priority projects while being fiscally responsible and recognizing staff workload. Nick also explained the major code update which consumed a large portion of the resources provided in the previous year, as well as offering some knowledge on how this Grant could be utilized efficiently and effectively. 11/9/2020 Historical Landmarks Commission Minutes Page 3 of 4 Chair Madden recognized the contribution made to Historical Preservation Month, but due to the implications the pandemic has brought on, suggested saving that money. She also expressed her support in prioritizing the HLC Policy and Procedures Manual. Chair Madden and Peter discussed the invite that will be offered to staff at the City of Sisters for the next HLC meeting on February 1st. He conveyed the benefit and contributions that could be made by collaborating and engaging with the staff. Nick also suggested involving the Board of Deschutes Historical Society for more support, as Commissioner Ellingson is a part of that Board. VIII. Historical Landmarks Commission & Staff Comments Chair Madden provided an update on the Bull Creek bridge construction and also promoted an all-day field trip for the Commission to serve as a work session once social- distancing restrictions have been lifted. She also indicated to the Commission that the next HLC meeting will be conducted February 1st, 2021. Peter explained the fire mitigation community conversation and survey that is currently in effect to gain perspectives from stakeholders and members of the community to determine whether there is support for the County to adopt new building codes as well as support for defensible space. He briefed the Commission on the process of this project, and the two meetings that will be conducted which will provide the HLC with opportunities to get involved. Commissioner Ellingson asked for clarification on the date that the revision of Chapter 2.28 of the Deschutes County & City of Sisters Historic Preservation Program 2015 Strategic Plan becomes in effect. Peter confirmed that it becomes effective November 10, 2020, and that the updated version will be sent out to the Commission. Next Planning Commission meeting will be on February 1, 2021. There being no further business, the meeting was adjourned at 6:20.
