Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, February 3, 2022, 12:00 to 1:30 pm Virtual Zoom Meeting Members Present: Dave Thomson, Chris Cassard, Rachel Zakem, Wendy Holzman, Neil Baunsgard, David Roth, David Green, Kenneth Piarulli, Mark Smith, Emily Boynton, Annie Marland. Agency/Organization: Tanya Saltzman (Deschutes County – CDD), Chris Cheng (ODOT), Tom Headley (Century West), Whitney Bennett (Commute Options), Greg Bryant, Troy Rayburn (City of Sisters), Mike Caccavano (City of Redmond), Barb Campbell (Bend City Council), Henry Stroud (BPRD) Call to Order Meeting was called to order at 12:00 p.m. Introductions Tanya provided a brief introduction of virtual meeting procedures via the Zoom platform. Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Approval of Prior Minutes The January 2022 minutes were approved. Public Comment There were no public comments. Committee Business – Dave  New BPAC representative to COACT: o Emily will be the new BPAC representative to COACT, and Dave will continue to be the alternate. Thanks to Wendy for representing BPAC for many years!  BPAC Annual Report to BOCC: o Dave is working on draft of presentation still, and will distribute shortly. Page 2 Request for letter of support: multi-use path connecting Village Green Park to Peterson Ridge Trail System – Troy Rayburn, City of Sisters  The City of Sisters is applying for a grant from Oregon Parks and Rec Department to build a multi-use path to connect Village Green Park, which is the most-used city park, to the Peterson Ridge trailhead. The path would be about half mile in length and 8 feet wide, separate from South Elm Street, which is a heavily traveled road. This will help with safety, plus events like races (cycling/running).  Will be conscious of tree removal (or non-removal)  Consider also applying for FLAP grant too  Motion was made and seconded to provide letter of support for this grant and potential FLAP grant application. City of Redmond Bicycle and Pedestrian Annual Update – Ken Piarulli and Mike Caccavano, City of Redmond Ken and Mike provided an annual update on recent and upcoming projects of note in Redmond.  Upcoming Quiet Street connections: o The city currently has the Dry Canyon Trail (3.8 miles) and the recently improved Homestead Canal Trail o Current challenge is connectivity: the city has great resources, but also has gaps between them. Now they are trying to connect these resources via existing and proposed Quiet Streets. Had a field trip over the summer to identify opportunities for signage, potential problems, etc. o Showed details of quiet streets: sharrows on each block plus signage. o Have had success with “crossbikes,” like green-painted crosswalks for bikes across intersections. Also looking into the possibility of bike signals in some places. o New signage for main roads where Quiet Streets cross. o Redmond BPAC has been talking with Parks Committee. They noticed that since the pandemic started, trail usage has increased, as well as increased usage of e-bikes. How to manage volume? Worked with Parks to educate and encourage safe and courteous behavior: sharrows to indicate to use the right-hand side, for instance. Emphasizes that extra width really helps in general. Also, it is beneficial to include speed limits, particularly with respect to e-bikes. o Enforcement is difficult—specifically with speed and different classes of e-bikes o Currently in process of finalizing design and location within next couple of months, with painting starting in spring. o Councilor Campbell brought up (in addition to general support) the question of terminology and consistency across jurisdictions (county, state, etc.), whether that is reflected in signage or name of facilities (quiet streets/bicycle boulevards, greenways, etc.) Page 3  Project: NW 10th Street sidewalk ($400k) o This street is a fairly busy collector street near school with sidewalk on only one side. The project added a new sidewalk on the other side. o Sent each property a personalized plan (about 30 properties) for their particular space, which was a new type of effort; went very smoothly  Project: Maple Avenue staircase ($300k) o Plans were completed for this staircase in 2009-2010 and included difficult concrete work due to topography under the overpass and recently, supply chain issues. o Bike trough on the right (although it’s not easy due to the grade)  Project: Redmond Bike Map o Haven’t made much progress on additional mapping due to staffing shortages, pandemic, etc. but Redmond looks forward to future work on this. New goals for BPAC in 2022  Wendy, Chris, Neil, and David Green will meet shortly to start brainstorming about goals. Then will come back to full BPAC, likely in March.  Already have collected the ideas from the previous discussion last month. If there are further ideas please let them know. TSP Subcommittee Update  Waiting on Kittelson’s draft; will report more info at the next meeting External Committee Reports COACT:  Emily attended the January meeting with Dave. Primary presentation was from ODOT on how they will be allocating new discretionary funding ($400 million) through federal infrastructure bill.  ODOT proposed possible scenarios for flexible funding, with various balances of funding between (for instance fixing, enhancing existing, addressing the public and active transportation network, etc.).  These options are not the limit of the possible options. OR Transportation Committee (OTC) will be the ultimate arbiter  Chris shared a link to provide public comments. Bend MPO TAC:  No significant updates  The city might get some COVID relief funds that might be able to be applied to North Corridor connectivity issues (undercrossing) Page 4 Bend Transportation Bond Oversight Committee:  Next meeting s February 22  Presented the bond schedule to City Council Other Updates South County  Sunriver pathway master plan (that was shared with BPAC previously) was officially presented  Bid for tunnel work will be going out soon Bend  Last night’s Council meeting shared the first map for southeast area improvements (Knott Road from 15th Street east); next step is to find funding BPRD:  Will be opening Alpenglow Park in the spring  Finishing two safety improvements to crossing along COID canal at Blakely and at Brosterhaus  Finished repaving Haul Road Trail  Continuing to build out parts of the trail system  FLAP grant: teamed with ODOT to apply for a grant for a new trailhead adjacent to Baker/Knott interchange, which would access the Bend Lava trail. Sisters  Looking forward to the connector trail that Troy discussed  Lots of new safety improvements in the pipeline. Will be building a multiuse path from the Sno- Cap to the end of city limits on Pine Street Deschutes County  TSP consultant plus team will be going to Planning Commission on Feb. 10, includes draft bike-ped materials and will give overview  TGM grant is with County Legal Department ODOT  OR TSP update underway, available for public comments  Updating highway design manual—first one in 10+ years, and is approximately 1300 pages. Will open for public comment within the next month and will contain significant changes.  FLAP: may reopen in next few months  OR Safe Routes to School grants are open as well (planning, education), due March 18.  Terrebonne project is starting  US 20/3rd Street underway  Bend North Corridor: contract should be awarded next month  To the point raised during the Redmond presentation, ODOT is working with BPRD and City of Bend to work on unified branding for signage Page 5 Commute Options  OR Friendly Driver Program: trying to do a big push for this this year. In the process of translating into Spanish; looking for ideas of how to get the program out to more people. COIC/CET:  Cutting service due to driver shortage. Cutting community connector routes.  Received a lot of applications recently so will be able to slowly increase capacity on other routes in Bend.
