Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, November 3, 2022, 12:00 to 1:30 pm In-Person Meeting, Deschutes Service Center, 1300 NW Wall Street, Bend Members Present: Dave Thomson, Chris Cassard, David Green, Rachel Zakem, David Roth, Neil Baunsgard, Wendy Holzman, Mark Smith. Agency/Organization: Tanya Saltzman (Deschutes County – CDD), Chris Cheng (ODOT), Robin Lewis (City of Bend) Call to Order Meeting was called to order at 12:00 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Approval of Prior Minutes The October 2022 minutes were approved pending correction of several typos. Public Comment There were no public comments. Committee Business  Format for December meeting will be virtual/Zoom Roundabout Notes  Robin Lewis and Chris Cheng organized an event about roundabout design, including a tour. There was a survey; Chris will provide further details on those results  Another similar event is coming up in January  The committee noted that there was a recent fatality on 14th and Newport at the roundabout Page 2 FLAP Needs Assessment Discussion  Needs Assessment meeting November 8th at 9:00 AM  From invitation: "The FHWA Western Federal Lands Highway Division has initiated a statewide planning effort to identify and prioritize unmet Federal lands transportation access needs in Oregon. The findings from this planning process will inform future funding decisions, with a focus on the Federal Lands Access Program (FLAP). Over the past few months, the project team has been busy gathering initial feedback from local, state, and federal partners on existing unmet access needs and mapping those needs across the state. We are inviting key stakeholders to the Regional Needs Identification Workshops to review what we’ve learned so far and solicit input on any access needs that were not identified during our preliminary research. Your participation at this workshop will ensure critical transportation access needs are included in the final investment strategy."  In the past, the process had each ODOT region submit proposals for grants to the FLAP program, BPAC often wrote letters of support. New method is more of a coordinated statewide process with respect to prioritization  The next meeting to help determine this process is November 8 (see above). FLAP grants have been really important to BPAC-related items. Dave encourages people to register for this and will forward the invite to the group.  Further coordination will be helpful—whether with BPRD, the County, or other. Perhaps after TSP is finalized as well. (Meet all together or separately? TBD) TSP Subcommittee Update (Mason, Dave G.)  See below: draft available this month or next External Committee Reports Sisters Rural Trails stakeholders  Draft of this plan is available—will be available shortly via Annie/Dave Tumalo Community Plan Active Transportation stakeholders  Currently on hold—waiting for sewer project to be resolved first (see below for more on this) Bend MPO TAC  Presentations for grant proposals for 2023-2025 STIF grant cycle  One project idea: Columbia Park pedestrian bridge, which would coincide with embankment restoration  City presented 4-5 other proposals: generally focused on the expansion of existing projects or expansion of the reach of low-stress network (Wilson corridor N-S intersections for example). Other proposals include adding funds to Neighborhood Greenways project, which is in Phase 4, to combat price escalation; grade separated DRT crossing at Archie Briggs; modernizing downtown traffic signals. Page 3 Other Updates Deschutes County  Consultant is putting together a draft version of TSP and is getting it ready for a public review draft to up online. The draft should go up either this month or next.  Peter Russell gave a TSP recap to joint Board/La Pine City Council session on Oct. 12, that featured several bike/ped aspects in the LP area. Either improvements to County roads that included wider shoulders and/or paving. Meeting this week to review how various parties scored grant applications to the Deschutes Trail Coalition, which received about $500,000 from the County to fund projects. DTC received 10 grant applications totaling around $840,000.  TGM grant for Tumalo bike/ped/transit, aka active transportation, and rural trails near Sisters continues to roll forward. Hope to have final versions by year’s end. ODOT:  North Corridor project kicked off  Roundabout at Old Bend Redmond Highway has begun  Tumalo construction will begin next month  Bend-Lava Butte trail is moving but still trying to resolve issues, may go to LUBA  Reed Market interchange planning is kicking off  $5,000 mini grant for Innovative Mobility Program is available: looking for exciting new ideas about things like (but not limited to) equity, any interesting ideas for nonprofits, other organizations COIC/CET: Smart Grant Open House: $2M DOT funding to help local communities leverage smart city/community technologies. Monday 6-8 at City Council Chambers  Acquired more staff, including grant help, AmeriCorps member for rural areas, IT  Yesterday’s storm caused every single bus route to be delayed by 20-30 minutes.  In process of reconfiguring STF and STIF committees; now they will be integrated but really need committee members  Union for contractors agreed to increase wages for drivers, hopefully more incentive for prospective drivers. Bend:  Considering applying for Bloomberg Initiative for Cycling Infrastructure. Similar to Innovative Mobility Program in that they want to encourage innovative solutions; 10 cities across the world would be awarded this. Page 4  Several Old Mill/Deschutes River overflow parking lots are going away in the future; possible chance for opportunity to rethink some sort of shuttle/cargo bike situation—possibility for innovative grant (ODOT) Meeting Adjourned at 1:30 pm Next Meeting Thursday, December 1 – 12:00 to 1:30 pm – via Zoom
