Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, January 5, 12:00 to 1:30 pm Deschutes County Offices, DeArmond Room - 1300 NW Wall St, Bend Members Present: Dave Thomson, David Green, Rachel Zakem, Ann Marland, David Roth, Neil Baunsgard, Wendy Holzman, Ken Piarulli, Mark Smith, Mason Lacy. Agency/Organization: Tanya Saltzman (Deschutes County – CDD) Call to Order Meeting was called to order at 12:00 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Approval of Prior Minutes The December 2022 minutes were approved. Public Comment There were no public comments. Committee Business  Safe Sidewalk Awards: o Put out notice for nominations now/soon; Dave will make a flyer to post in non-Bend areas too; Tanya will get media release out. Deadline to submit: Friday Feb 24  BPAC annual presentation to BOCC: goal is to get annual report done by middle of February, with potential for late January. Dave will work on presentation (for instance, how to discuss e- bikes?) Aiming for BOCC presentation in February.  Dave received email from OBPAC asking what they can do to help us meet our goals for 2023? Any ideas (besides e-bikes, which we’ve already asked about)? Page 2 o Maybe advocating for more separated bike lanes? Things that ODOT is leaning towards. In general, we would look to them to advocate for state-level changes. o Improving ODOT standards o Focusing more on pedestrian issues as well as bike issues; for instance, sidewalk access is necessary for access to bus stops o Dave will put rough draft of these items together to share with the group  Dave received email from ODOT PM for Lava Butte – La Pine trail asking for participants for citizen input. Mark will represent BPAC since it’s his region (with backup from Dave Roth); Rachel may already be participating via COIC/CET TSP Subcommittee Update (Mason, Dave G.)  Project list was out for review, now waiting for final text pending edits, particularly the narrative. External Committee Reports Sisters Rural Trails Stakeholders  Final decisions were made by stakeholders group; going to Council soon and may be on Sisters website. Looks good so far. Tumalo Community Plan Active Transportation stakeholders  Draft has been released o Called out need for roundabout at Cline Falls Hwy and Tumalo Rd o Received several comments about widening shoulders along that area o Sidewalk plan on several side streets o Proposing transit stop behind the Bite, but can’t do this until there’s a sidewalk Bend MPO TAC  Meeting yesterday. Agenda was to discuss rules applying to new $1.2M fed money. Bend Transportation Bond Oversight Committee  Lots of projects are moving forward. 15th and Wilson will begin in Feb/March  Purcell and Neff intersection soon (which includes redesign of one section)  Design for Butler Market/Boyd Acres; open house held for roundabout  Open house for Portland Ave for water line construction; how best to put road back together? Some funding may be available Other Updates Sisters: Page 3  600 homes are being built, but there is not planning for sidewalks or bike lanes at the moment. FD will have to purchase a ladder to access the taller buildings. Concerns about infrastructure in general.  One item in trails plan is for a trail along to Dee Wright Observatory Redmond:  Redmond BPAC has been wanting to develop bike map for awhile; has been reactivated o Initially looked at Greater Redmond rather than city limits o Bend Bikes helped explain how they’ve worked on bike maps, unifying different GIS maps, how volunteers rode various routes and rated them for stress levels o This input made Redmond consider limiting map to within city limits now  City has been requiring multi-use paths, but there are recent concerns about a specific developer reducing it to a narrower sidewalk  Mike Caccavano is retiring from BPAC (a year after retiring as a city employee). We greatly appreciate his participation. Will be replaced by Sarah Vowell. Deschutes County:  Going over the approximately 160 comments received in the TSP online open house. Major themes from a bike/ped standpoint: large number of comments adamantly against the Sisters-Black Butte Ranch trail being included in the TSP; large number of comments supportive of a bike/ped bridge across the Deschutes River at the south edge of Bend.  Next steps for the TSP: potential roughing out a calendar for reviewing and responding to public comments and a calendar for PC and Board work sessions and public hearings.  Working on a timeline for the Tumalo Community Plan (TCP) and the TGM project for Tumalo bike/ped/transit update and rural trails in Sisters Country. The challenge is how the last two could be done in relation to a potential open house on the Tumalo Sewer Feasiblity study COIC/CET:  Lots of job openings, many soon to be released. Rural Operations Manager; call center manager and CSRs; financial positions.  Hired Eric Lint; will investigate how to become a transit district/transportation authority. May look to BPAC community when a campaign begins. This could greatly affect how transit in the area receives funding.  Started Mt. Bachelor service at end of November, the earliest for the season  Trying to address snow removal around stops, which is difficult with a lean staff South County:  Sunriver: 30 miles of pathway that are cleared anytime there’s 3 inches of snow Page 4  Pathway Master Plan was adopted by Board; looking to fund fixing an additional tunnel  Looking to the future: looking for better wayfinding Meeting Adjourned at 1:32 pm Next Meeting Thursday, February 2 – 12:00 to 1:30 pm – via Zoom
