Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, April 6, 12:00 to 1:30 pm Redmond City Hall Members Present: Dave Thomson, Chris Cassard, David Green, Wendy Holzman, Ken Piarulli, Mark Smith. Agency/Organization: Tanya Saltzman (Deschutes County – CDD), Chris Cheng (ODOT), Cathy Drzyzgula (Redmond BPAC), Sarah Vowell (City of Redmond). Call to Order Meeting was called to order at 12:00 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Approval of Prior Minutes The March 2023 minutes were approved. Public Comment There were no public comments. Committee Business  May meeting: Sisters/West County  Choose preferred dates for BOCC presentation; TS to send email to BPAC once that date is set.  Committee terms expiring in June: David Green (y), Wendy Holzman (y), Mason Lacy, Ann Marland, Scott Morgan, Ken Piarulli (n), David Roth (y), Rachel Zakem. Please let Dave T know by April 15th if you wish to be nominated for an additional 3-year term Page 2 Redmond Pedestrian and Bicycle Update – Sarah Vowell, Associate Planner and Redmond BPAC liaison  Sarah has been the liaison for about four months. Provided an overview of BPAC and Redmond projects  Guiding principles from Comprehensive Plan are of critical importance to Redmond BPAC  Amenities and challenges: o Dry Canyon and Homestead Trail o Biggest challenge is east-west connectivity  Recent projects overview: Trail etiquette signs (to be revisited); Dry Canyon wayfinding o Salmon Ave reroute o Improvements on NE Hemlock Ave as part of water/sewer projects o Branding: Streets Festival; National Night Out o Bike and Pedestrian Counts  Upcoming projects: o Ridgeview-Helmholz connection o Homestead Canal Phase 3: reroute to a protected path o SW Reservoir Drive road improvements o Redmond Wetlands Complex: 7.9 miles of gravel/asphalt trails; seating; picnic; educational areas; looking to establish future connectivity to town. Currently in final design. o ADA Transition Plan (adopted 2017): remove physical obstacles to accessibility o Dry Canyon Connection Trail  Future Endeavors: o Sage Elementary – Safe Routes to School o Quiet Streets  Shared 2023 Workplan  Redmond BPAC: 11 community members; only city in county with its own BPAC  Bike share? No plans for it or scooters at this time. Update on ODOT improvement plans for US20 from 3rd Street in Bend to Powell Butte Highway – Dave Green  ODOT is working on facility plan between 3rd Street and Powell Butte Hwy Page 3  Issues: increasing congestion has resulted in stress for bike/ped users; barrier between neighborhoods; lots of driveways cause unpredictable behavior; long distances between safe crossing  Have IDed alternative corridors but they’re far away so not very useful  Prediction is more traffic due to new development on east side of Bend  Possible improvements: better ped/bike crossings (more than just signalized); possible bike lane improvements; possible sidewalk improvements; improvements to transit stops.  Intersections are biggest problem. Possibility of restricting left turns and/or putting in median U-turns; possibility of turn lanes. Lava Butte – La Pine trail planning  Potential for an easement-TBD Other Updates South County  Hoping to finish new tunnel before June (by Sunriver resort)  Applied for grant for signage through Visit Central Oregon Deschutes County:  Primarily work on various technical committees (ODOT projects of Lava Butte-La Pine multiuse path; US 20 Third Street – Powell Butte Highway Plan; City of Redmond Western Redmond Area Plan (WRAP); and reviewing some BMPO potential grants related to carbon reduction) that have a bike/ped aspect. ODOT:  Bend-Redmond-Sisters: potential funding for planning for connections  Waiting on grant application discussed from last meeting (routes near some of the mobile home parks)  OR 126 between Redmond and Prineville: built several sidewalks  Central OR Coalition on Access meeting: May 30 1-4, ODOT and Commute Options will do an event at roundabouts , showing people what it’s like to experience it firsthand  April 24-26 OR Active Transportation Summit in Portland Page 4 Meeting Adjourned at 1:34 pm Next Meeting Thursday, May 4 – 12:00 to 1:30 pm – TBD
