HomeMy WebLinkAboutPHAB 05-02-23 miutes Deschutes County Health Services Public Health Advisory Board (PHAB) MINUTES MINUTES May 2, 2023 12:00 – 1:30pm Facilitator Rob Ross, MD, PHAB Chair Staff Coordinator Tom Kuhn, Community Health Manager Scribe Aimee Burroughs Next Meeting June 6, 2023 Topic and Lead Gathering 5 minutes Introductions & Icebreaker Rob Ross & Tom Kuhn New member Erin Fitzpatrick from La Pine Community Health Center introduced herself and has a passion for public health and wants to bring her voice for the south county. Ruth also introduced himself and said he really has a passion for Public Health and is new to Bend since September. Carmen also introduced herself, as she is now officially a PHAB member and is excited to be here. The rest of the team members introduced themselves and shared a little bit about themselves and why they are interested in Public Health. Guests today are Tricia Wilder, CO CCO director; Anne Kilty, DC Program Manager for Clinical and Family services; Toni Whitehead, DC Supervisor for Nurse Home Visiting and Family Connects. Approval of April Minutes 5 minutes Ruth moved and Colleen seconded; April minutes are approved. Announcements and Updates 20 minutes  Any group announcements or updates? Dr. Ross talked about the new Graduate Medical Education that is coming to Central Oregon finally; Rural Training track in conjunction with OHSU and St. Charles is starting in July 2024. Mosaic and Warm Springs are partnering as well and it has been a very positive thing and will hopefully lead to more partnerships. Sarah Baron shared about the Health Worker Workforce Summit that is happening soon. See flyer coming soon. “To promote and protect the health and safety of our community.” Updated 1/30/24  May 15 meeting with Commissioners – Tom & Sarah Baron PHAB leadership and Sarah Baron to be on the Commissioners meeting schedule to present.  Behavioral Health Advisory Board collaboration – Colleen Sinsky Colleen met with Commissioner Adaire and discussed the desire for BHAB and PHAB to collaborate and overlap. Perhaps a collaborative project or a training. Colleen suggested the following topics 1. Permanent Supportive Housing / Homelessness 2. Fentanyl / Overdose prevention 3. Psychiatric Residency Program Dr. Ross said that this fits with the Psychiatry track he is working on with St Charles and OHSU. Commissioner Chang shared that when two groups come together it is more powerful. Substance use disorder is a huge topic of discussion for the commissioners. Heather shared that her and Holly of BH have had several discussions about how these two groups can work together. Everyone seems very excited about working together with BHAB on different things.  Health Heroes update - Tom Nominations are open and Tom will have an update soon about the nominations soon.  FY 24 Budget update – Heather Kaisner Lots of uncertainty in PH regarding Covid money in the coming years. Difficult for PH to keep up with increased cost which we really saw how different the budget is compared to BH. PH majority of services are not revenue generating. 2 Special requests from PH; 1 is regarding nd Family Connects; and the 2 is Healthy Schools to add the final position for a Public Health Educator that would be housed in Caldera High school and their feeder middle schools. Commissioner Chang shared some more context about how the budget presentations and budget committee works. He said he has some anxiety about how the budget committee and fellow commissioners are going to decide what budgetary assistance will be approved to PH. Suggested PHAB could draft a letter of support for some of the budget asks from DC PH. Tom th can draft a letter of support for the May 15 meeting. Heather shared that our levers OHA CDC funding is very Silohed in what we can use it for. We need continued funding to help fund the services to the community. We are also watching the modernization funding and how that can be used. Sarah Baron shared that if we could have messaging really support the need for the demand of Public Health and make the presentation cohesive to support and complement each other.
