Facilitator Rob Ross, MD, PHAB Chair Staff Coordinator Tom Kuhn, Community Health Manager Scribe Greta Orton Next Meeting October 3, 2023 Topic and Lead Gathering 5 minutes (12:00-12:05) Health Heroes Awards Presentation followed by Lunch 20 minutes – Rob Ross, Colleen Sinsky o Partners in Care & Brad Porterfield (12:05-12:25) Approval for August minutes: Motioned and seconded: minutes approved (12:25-12:30) Announcements and Updates: o RP Antibody approved for newborns-RSV protection administered @ Pediatric offices (not hospital) o RSV vaccine also approved for elderly o Meetings will be recorded from here on out-live stream to YouTube o Bylaws- reviewed in August by legal-one final review for approval to Commissioners o Commissioner Chang-Recognized Steve Strang will be terming out after 8 years serving on PHAB. Recognizing him for his services especially during COVID. Steve Recommends a Mosaic replacement – application has been submitted (12:30-12:45) Drug Overdose Deaths & Hotspots: Matthew Christensen Drug Overdose Mortality rates are high in Central Oregon April/May met with Charlotte Ladley intern at OSU weekly Central Oregon vs US Multnomah County Lane County Josephine/Jackson/Klamath Counties “To promote and protect the health and safety of our community.” Updated 1/30/24 US 30.8 vs Or 25.9 over a decade per 100k Oregon mortality doubled in the last two years Most counties saw an increase in the last two-three years 4 counties had no deaths (smaller population) Large increases in and around hotspot counties Interrupting Drug Supply: LE Fed-State-Local Interrupting Drug Demand Deschutes County compared to other counties-not a hot spot-no spikes-numbers are increasing though over the last 3 years 2020 & 2021 OD deaths in Oregon Opioids and Stimulants 67 & 68% death overdose Any Opioid 57 & 63% death overdoes Any Stimulants Percentages represent both drugs for deaths if both were on board From 2000 – 2011 Oregon was in alignment with the US for Drug Overdose From 2011 to 2021 separate from the US for drug Overdose OHA reports for 2022-934 opioid deaths – upward trajectory Working with Medical Examiners for more data regarding deaths from OD Portland/Seattle-well established network for distribution No current tracking for unintentional drug overdose (ex: fentanyl laced drugs) Measure 110 study to uptick in OD’s? Deaths from self-administered vs illicit Housing Barrier Busting Fund: Colleen Sinsky Solutions to homelessness Permanent housing for chronically homeless Support Services Coordination: Cleveland Commons Permanent Supportive Housing “To promote and protect the health and safety of our community.” Updated 1/30/24 Opening fall 2024 Target: chronically homeless Neighborhood base housing Program Ongoing rental assistance in apts through Bend Target: chronically homeless Barrier busting fund: Agency level to access funds for unhoused members: Can’t afford app fees or rent Can’t afford sec dep Criminal history Low credit score It was agreed to have Colleen return to the next PHAB to discuss this further as time ran out.
