Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, March 7, 12:00 to 1:30 pm Redmond City Hall, 411 SW Ninth St, Redmond Members Present: Dave Thomson, David Green, Sabrina Haggerty, Chris Cassard, Wendy Holzman, Neil Baunsgard, Matt Muchna, Gary Ross (for Jennifer Letz), David Roth, Mark Smith, Rachel Zakem Agency/Organization: Tanya Saltzman (Deschutes County), Cathy Drzyzgula (Redmond BPAC Chair), Sarah Vowell (Redmond BPAC Staff Liaison), John Roberts (Redmond Deputy City Manager), Kyle Roberts (Redmond Planning Director), Chuck Arnold (Redmond Economic Development Manager), Katie Hammer (Redmond Area Park and Recreation District), Chris Blake (City of Bend), Derek Hofbauer (COIC/CET) Call to Order Meeting was called to order at 12:00 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Public Comment  None Approval of Prior Minutes The February 2024 minutes were approved. Committee Business  Safe Sidewalk Awards: Tanya will open nominations until March 21 [later modified to March 27]  Committee goals process update: good discussion last time, no additional progress. Will reconvene at the next meeting to discuss.  Annual report to BOCC mid-April: Dave T. and Dave G. will coordinate with goal of discussing at next meeting. Page 2 TSP Update - Chris  Chris provided a review of the overall process with Planning Commission and Board of County Commissioners. In the end, all of BPAC’s goals were included after deliberations with the Board. 1st reading was conducted yesterday. Included Sisters to Black Butte Ranch path; BPRD master plan by reference.  2nd reading scheduled in two weeks  Overall, the total number of comments was extremely impressive and a big win; Chris Doty was also extremely helpful and supportive of BPAC’s goals  Mark thanked Chris and the subcommittee for their work on the TSP City of Redmond active transportation updates – Sarah Vowell  Sarah provided an overview of Redmond’s projects and their BPAC  Shared the 2024 workplan, which fits into four categories: o Infrastructure improvements; o Brand the system; o Educational programming; o Measure and monitor usership  Recent projects include: wayfinding and trail signs in Dry Canyon; three new parks; safe pedestrian crossing at Maple & 9th (new signal); Redmond Wetlands Complex on schedule for construction this year with completion in 2027; ADA Transition Plan; SW Reservoir Drive infrastructure improvements; Ridgeview-Helmholz canal trail; Quiet Streets improvements connecting Dry Canyon trail to Homestead Canal Trail  Upcoming Projects include: o Eastside Arterial in pre-design: would add two roundabouts o Central Dry Canyon: formalized parking, benches, fountains in several areas o Parks Master Plan o 4th Street ADA Transition Plan o Badger and Canal roundabout o Spruce Northwest: new master plan with separated bike paths  Ongoing: National Night Out; bike & ped counts Page 3 Katie Hammer – Redmond Parks Katie gave an overview of proposed new Regional Recreational Center on SW 35th Street and Lava (south of Hwy 126), which will be 56,000 square feet.  Access is a little tricky, hoping for some ODOT improvements (such as a traffic light)  Proposing a multi-use path around the property  Have received a lot of public comments about pedestrian safety  Bike racks for at least 20 bikes  Hoping to break ground in June; open late fall 2025 External Committee Reports No updates Other Updates Commute Options  Marika Tammaru shared that Commute Options will be doing bike education events soon. COIC/CET  Will be implementing northwest route (flex route) in Redmond. The flex route allows the bus to deviate ¼ mile from the route. Will wait and see what ridership is like to firm it up.  Also will implement a SE route after, which will go to COCC, airport, Bimart.  Bend: Route 8 (NE Bend); building mobility hub Sunriver Current projects include: tunnel project; expansion of pathway system; restoration project of pathways trying a new product that contains more aggregate. Bend  Trying to pick up cinder as quickly as possible  Dealing with a huge graffiti outbreak lately; if we see it, call non-emergency number  Will start wayfinding project soon Page 4  Open house on potential bikeways is available for a few more days Sisters  Roundabout construction has begun  Still moving on multimodal transit hub at east portal. Has gone out to bid for Phase 1. Deschutes County  See TSP update above  Similar to previous years, the County will be looking at potential opportunities for TGM (Transportation Growth Management) grant funding related to long range planning projects.   ODOT (Don) Lava Butte path: noted the recent appeal and the BOCC’s decline to hear it. It is likely that this will next go to LUBA; TBD. Sisters-Redmond-Bend active transportation plan  Will focus on major roads between the cities. Putting together a statement of work now to be vetted by DoJ. Hope to put out an RFP at the end of spring to bring a consultant on board to help develop the plan. BPRD:  Kicking off a limited update of comprehensive plan; currently just past the halfway mark of the Plan’s time span; the update is making refinements to trail plan map in particular. Would like to pick BPAC’s brain on potential trail connections. Potential for April 4 meeting. Open Floor: Comments and Announcements Plan to do this hybrid meeting approach again for April. March is Redmond; May is Sisters. Meeting Adjourned at 1:40 pm Next Meeting Thursday, April 4 – 12:00 to 1:30 pm – Hybrid meeting via Zoom and at ODOT offices
